Discovery ef Washed Stamps in New dereey May Explain Request for 1,000,000 Canceled Stamps. For many years the United States postal authorities and others have heard rumors that somebody was willing to pay a fabulous amount for 1,000,000 canceled postage stamps. The somebody has never been defin- itely named, but it has been vaguely stated that the proceeds of the stamps would be devoted to charity and that some wealthy individual would pay the premium. Perhaps an episode in Newark may shed a little light upon the matter. Postal Inspector J. L. Cortelyou, a brother of President Roosevelt's sec- retary, and United States Marshal Jéhn Garside, of Newark, have ar- rested in that city Henry Boisseaue, a Frenchman, 70 years old, who is an inmate of the home of the Little Sisters of the Poor.
