This brings the story up tothe evening of February 4, with the attack upon the American troops following the action of the Nebraskan seutinel. The commission, in con- cluding this chapter, say After the landing of our troops Aguinaldo made up his mind that it would be necessary to fight the Americans and after the making of Whe treaty of peace at Paris this determination was .trenzthencd. He did not openly declare that he intended to fight the Americans, but he excited everybody and espectally the military by claiming independence, and it is doubtful whether he had the power to check or control the army at the time hostilities broke out. De- plorabte as war is, the one in which we are now engaged was unavoidable by us. We were attacked by a bold, adventurous and enthusias- tic army. No alternative was left to us, except dgnominious retreat. Itis not to be conceived of that any American would have sanctioned the surrender of Manila tothe insurgents. Our obligations to other nations and to the friendly Filipinos, and to ourselves and to our flag, de- mund that force should be met by force. What- ever the future of the Philippines may be there ts no course open to us now pt the prosecu- tioavof the war until the insurgents are re- ducei to submission.
