C., May 12 —The auditor for the war department is deluged with claims from discharged soldiérs Fully 50,000 have already been received here, and they are coming in at the rate of 250 per day. They represent the unsettled ac- counts of men who were discharged without descriptive papers. Com- pany commanders showed no care in furnishing these necessary papers to the soldiers on furlough or those discharged, with the result that in- numerable claims have been created which the army paymasters are not in a position to meet. It is estimated from the inquiries already received here that fully 80 per cent of the men who served during the war will present claims of one kind or anoth- er, either for travel pay, extra duty pay, pay for the period between the time of enrollment and the date of muster in, etc., the total aggregating a large sum which will have to be specially appropriated by congress. Each case has to be settled own merits, no general decision cov ering all claims. This makes the on its work of settlement a slow and tedious one, involving muck re- search. The work is rendered the more difficult by the incompleteness of the records of the war depart- ment, where during the war little or no attempt was made to keep track of transactions of discharges, etc The cfiicers in the field were careless in their records and heedless of the requirements of their men. At one time fully 40,000 men were on fur lough without a descriptive lists Several hundred pension claims are being filed as a result of the war with Spain, but it is likely that very few of the claims will be adjudi- cated. It is estimated that not more than 6,000 claims will be ap proved.
