haat ester A ae WILL CALL NO EXTRA SESSION. Governer Sceres the Legislature for Failure to Pass Hic Bills. Jefferson City, Mo., April5.—In a letter published in the Jefferson City Tribune Gov. Stephens dis eusses the record of the pr-sent leg- islature and compisints against it and among other things ssys: “I am aware ef the conspiracy which exists on the part of certain designing republicans and certaio pliable, unfriendly democrats, who have shown a willingness to co-oper- ate with them te oppose revenue legislation during this session, te prevent the revision of the statutes, and to force me to call an extra session of the legislature, but I want to say most emphatically that there will be no extra session if I have to eall it. In my biennial message to the fortieth general assembly I called the attention of the assembly to the importance of revenue legislation and pointed out ways by which the revenue fund could be strengthened without imposing any additional burdens upon the While} the session of the legislature is draw ing toaclose, as yet nothing bas besa accomplished. Whilg it is a disappointment to me, my record is clear, and when the history of the legislature is written I will ba given credit for having at least tried to do my duty in promoting the interests of our people, and in protecting the eredit of our state, notwithstanding the bitter and malicious stories maegses. | HOUSE WOULD TAX FRANCHISES. From this data the Board of Equali zation is required to fix the valuss of franchises and apportion to the counties the share belongiug to each county. It is estimated that this will add many millions to the values, for the purpose of assessment, particularly in St. Louis and Kansas City. An which certain newspaper corre- spondents circulate upen me daily.” Gov. Stephens scores the legisla ture fer the failure to follow his recommendations and authorize him to name a committee to revise the statutes. He says: “Would-be bosses and legislative dictatora, in St. Louis and else- where, interferred and prevented us from accomplishing anything. With long-distance telephones in the offices of high toned lobbyists and legislative tinkers throughout the country, who are daily sending in Special messages on every subject to confuse and complicate, I am not surprised at some of our good demo cratic friends being occasionally led astray. Even though the legislature re- fuses to the last to enact revenue legislation and to revise the statutes I repeat, I will call no extra session. HL Tucker TRUSTS ARE HIT A HARD WHACK: Whaley Bill Passes Senate—Will Be Just What is Needed. Jefferson City, Mo, April $.—! Another anti-trust bill is now ready for the application of the pecul ar methods adopted by the insurances to defeat such bills. The Whaley bili passed the senate to day with but one dissenting vote, that of Sen- ator Rollins of St. Louis. Within an hour after the bill bad passed, Secretary Roach reported the action of Senate and delivered the bill to the House. It will be read there the first time to-morrow, the second timo the next day and then referred toa committee With | in a week it will be on the calendar for passage. The Whaley bill is simply a plain | anti-trust measure, directed against all trusts and exempting neither insurance trusts nor any other un lawful combinations. It is intended | not only to remedy defects in the| present law and remove exemptions | therefrom, but to provide an ade | quate means by which trusts may be proceeded against in the courts. It has the approva: of the Attorney General and of the lawyers of the Senate, who say that it is just what is needed to strengthen the present law. Senator Whaley of St. Clair is the author of the bill. When the measure was called up for passage ia the Senate this morn-} ing there was no discussion. Senator! Whaley briefly explained the purpor of the bill, and as every senator| With positiveness to be slated as} seemed to understand it the vote was taken immediately.
