Aug. 17.— When Joe Wheeler is released from quarantine and comes to Alabama next week he will be met by a de- mand that he run for senator—a de- mand which he is not likely to re fuse. Senator Morgan will not again be a candidate, that was clearly un- derstood when he was re elected four years ago. Governor Johnson, ex- Governor Oates and Congressman Blankeead will be Wheeler's rivals. Johnson and Wheeler are silver democrats and the race it is believed lies betwoen them. In any event Wheeler will be unanimously elected to congress by his district. Birmingham, Ala, Aug. 17.—Gen- eral Wheeler will be unanimously elected to Congress, a most unusual political proceedings in this state. The withdrawal of Colonel Samuel Blackwell frem the race for the democratic nomination in the eighth district last night removed all oppo. sition to Wheeler among democrats and Judge William Richardson, his other opponent, having quit the race @ week ago, it is understood that neither the republicans or populists will nominate a candidate to oppose him, but will join with the demo- crats in honoring the old warrior by making his retnrn to congress unan- imous and overwhelming. In this case Col. Blackwell says he knows the disposition of the people and he is convinced since General Wheeler has asked for reelection that no man can defeat this hero of two wars. The subject was taken up at the direction of Secretary Long, who desired to havea build-| ing programme thoroughly consid ered and agreed upon by the highest technical experts in the service for presentation to the legislative branch of the government in December. “The board practically agreed to begin the design of three battle ships of between 13,000 and 14,000 tons displacement, with at least nineteen knots maintained speed. It was also determined to recommend three first class cruisers of about 12,000 tons and of not lees than twenty-two knots speed. “Ip addition to these a class of protected and partly armored cruis- ers of between 5,000 and 6,008 tons, as well as a vew class of 2,500 ton cruisers. “The battle ships will be designed to whip any fighting vessels in the world, of whatever class, and the cruisers are to be more formidable than any vessels of their speed up to this time in Europe. “The board made no reference to torpedo boats, and is net disposed to recommend any further increase of the fifty-one vessels of that type now built or authorized.” Beauty is Blood Deep.
