Instructions have been sent out by the police department to call the attention of saloonkeepers to the law on the subject, and violators are to be prosecuted. Soon after the breaking out of the civil war, when Washington was filled with soldiers, congress passed a law, dated August 5, 1861, making it unlawful to sell or give any spiritous or intoxicating drink to American soldiers) This act has not been repealed.
