~ DON ‘ALD 1 DICKINSON. Senior Counsel in the Behring Sea Arbitration Caso. ie In One of the Most Eminent Jar- ints, Statesmen and Political Or- ganizerns of the Time— His Paublle Services. The arbitration of the Behring sea sealing cases has again brought sharp- ly into prominence one of Michigan's most distinguished men, Hon. Don M Dickinson. Inte and thorough in hi application to every task he takes in hand, he has made the same forcible impression in the prosecution of h duties as senior counsel for the United States in thes es that he r as politician and postmaster eral. While it is altogether too early to sur- mise whether the liabilities of this gov- ernment have been reduced materially below the claims for damages in these eases, the reports from Victoria and flalifax as well as from Montreal indi- eate that Mr. Dickinson has presented the strongest side of the case for the United States. The varied career of Mr. Dickinson fas made him a citizen of the United States as much as of Michigan. His talents as a lawyer have often brought him into the supreme courts of both United States and state. As democratic political manager, his shrewdness won him fame throughout the country. In 1876, as chairman of the Michigan dem- ocratic state central committee, he sur- prised not only the republicans but the democracy by his masterful organiza- tion of the state for Tilden. In 1880, 1884 and again in 1892 he was Michigan’s prominent delegate to the democratic conventions, being each time chairman of the delegation, and in the latter con- vention a Cleveland leader. He declined a cabinet appointment. Later when the nomination as senior counsel in the Behring sea cases came, being in line with his profession he accepted. The powers of organization which Mr. Dickinson possesses were plaicly in evi- dence when he was postmaster-general, which appointment came to him Decem- ber 6, 1887. His administration of the post office department curing the brief {ime he was in the cabinet won him per- manent recognition. As a friend and adviser of President Cleveland none stood higher in the appreciation of the chief executive. The deep, enthusiastic and nature of the man has often been in evi- dence. Ilis great speech before the Michigan Loyal legion in 1895, threw the press of tie country intu sp weeks. He was posted as from end to end of the country.
