Washington, D.C, Feb. 14 —The third attempt by the administration at this season to secure legislation looking to the relief of the treasury failed in the house today. First, the Carlisle bill for the reform of the currency system went down; next, the bill fer the issue of $500,000,000 of gold bonds and the retirement of the legal tenders, recommended in the president's special message, was defeated last Thursdry by a majority of 27, and to day the house by a ma jority even larger (47) refused to order to a third reading the resolu tion by which it was proposed to authorize the issue of $65,600,000 of & per cent gold bonds to substitute for the 4 per cent thirty year bonds sold by Secretary Carlisle under the contract with the Rothchild Morgan syadicate. The action of the house to day was the culmination of the exciting events which have occurred siuce the president sent his special mes page to congress, which resulted in the report of the ways and means committee of the resolution to au- thorize the issue of the gold bonds. A special order was brought in as the house met this morning to bring the resolution to a vote at 6 o'clock to night. The debate upon the res- olution, which lasted over five hours, was interesting and at times of an imflammable character. The gal leries were packed and there was much confusion on the floor, but the interest centered in the course which the republicans would pursue, it be ing conceded that the fate of the resolution rested with them There was much maneuvering among their leaders. The republi cans west of the Alleghenies, led by Messrs. Hopkins and Cannon of Illinois, started off with impetuous speeches against a gold bond that would discriminate against the bonds already issued. Mr. Reed and his eastern friends sopght in private conference to rally all to united ac tion. His plan was to allow the resolution to go toa third reading and then move to resubmit it with instructions to report back a bill similar to that which he offered as a substitute for the gold bond bill last week, providing for 3 per cent coin bonds. Fora time it seemed possi- ble that this arrangement would be agreed to, but after the stirring speech of Mr. Hepburn of Iowa, the middle and western republicans broke away, determined to defeat the third reading of the resolution, lest by some chance it might carry if it passed this parliamentary stage, The eastern republicans then decid ed to support it. The speeches of Messrs. Wilson, Reed. Hopkins and Bryan were the features of the de bate. Analysis of the vote shows that 69 democrats and 31 republi- cans (120 in all) voted in favor of the restoration, and 98 democrats, 62 republicans and 7 populists (167 in all) against. Brazil has several thousand miles of state railways, and here is testimony in regard to ove of them. The Rio News says: According to a speech of Senater Oiticica in the Senate on the 12th ult, the expenses of the Central railway, compared with its earnings, have been increased to an alarming degree. In 1892 the total expenses were $12,482,195; in the succeeding year these were increased te $15,- 752,431, and int1894 to $27,683,276, 000 has been appropriated, by means of special credits, for the acquisition of uew material. During these three years, therefore, 1892 to 1894, the gee railway has cost the country }@ tetal of $86.847,000 inciuding |Special credits, j excess of the gross receipts of those years. It will be seen from tuis that the great Central railway has be | come a source of expense to the State, instead of a source of revenue. The force of employes has been more than doubled, while, at the same time, the service has become steadily worse. Jefferson City, Feb 13.—Division No. 2 of the state supreme court banded down opinions yesterday morning in nineteen criminal cases, of which seventeen are affirmed aud two reversed and remanded Among the number are five in which the death peualty was asssessed by tho trial court, four for murder in the first degree, and one for criminal as sault Ia all of these cases the judgments of the lower courty were affirmed and tho executions set for March 21, 1895. Among the number are the two Murray cases. The Murray brothers are two negro toughs who were cou victed of killing Elgar Fitzwilliams who was the conductor of a car on the Midland street railway of St Louis, on Saturday night, December 23, 1893, the purpose being robbery at the time of the murder, which was late at night. The case against William Taylor was also affirmed. He was convicted of killing Tobe Carlysle, a porter on Chicago & Alion railroad, on March 13, 1893 John Crisp will bo hanged on the same day for killing John Pruett in Wright county on July 27, 1891, as a result of some difference between them Crisp loaded his double bar reled shutgun, and secreting himself behind a fodder shock in the field where Pruett was at work, fired and killed his man instantly. which is largely im} Deacon Bros, & Co. Washington, Feb 13 —Some im Jobn Burries, a negro tough, is to pay a death penalty for committing an assault in a most horrible manuer upon Bertha Potter, a white child 7 years of age, at St. Joseph, July 30, 1894. Tn addition to the above cases, the court affirmed five cases of murder in the second degree, in which the penalties assessed range from ten to twenty five years. One of the most i:zrportant cases decided is that of State vs. Haight and Levy, in which the judgment of the lower court, assessing their pun ishment at twenty fiye years each for robbery, is affirmed. Haight and Levy are two of the ost notorious contidence men in the.country. They were convicted of robbing an old man named Trice, a farmer of Ciin- ton county of $3,500. They repre sented to him that they were land buyers and to draw from tbe bank the sum named for the purpose of purchasing some land for them. When they left town they cover ed the old man with a revolver and forced him to give up the mon- ey. They will be brought at once to the penitentiary. Waltzing In The Pulpit.
