| | i i iq \ PTE PET Pe ; 4 OT ANOTHER BOND ISSUE. The President Sends a Special Message to Congress IMMEDIATE ACTION URGED. Arrangements Concluded for the Disposal of $65,000,000. Are to be Payable in Coin.—London Bankers Enter Into Contract to Take the Issue. Whasbington, D C, Feb 8 —The President to-day sent the following message to congress: To the congress of the United States: eation to congress calling attention to our financial condition aud sug gesting legislation which I essential to our national welfare and credit the anxiety and apprebeusiou then existing in busiuess circles have coutinued. As a precaution, there fore, against the failure of timely legislation snd through congres sional action cautious preparations have been pending to employ it to the best interest if the issue of the same should in the meantime be au- thorized by congress. The arrangemeuts thus completed which, after careful inquiry appears in present circumstauces, and con- sidering all the objects demred, to be attainable, develops such a differ- ence inthe estimation of iuterest between bonds made payable in coin and those specifically payable in gold in favor of the latter as is rep- resented by three fourths of a cent in annual interest. Iu the agree- ment just concluded the aunual saving to the government if 3 per cent gold bonds should be substi- tuted by 4 per cent coin bonds un- der the privilege reserved, would be $539,159, amounting in thirty years or at the maturity of the coin bonds, to $16,174,770. Of course there never should be a doubt in any quarter as to the re demption in gold of the bonds of the government which are made pay able in coin. Therefore, the discrim ination io the judgment of investors between our bond obligations pay able in coin and those specifically made payabie in gold is very signifi cant. It is suggest that whatever may be our views an the subject, the sentiments or preferences of those with whom we must negotiate in disposing of our bonds for gold are not subject to our dictation. Ihave only to add that iu my opivion that transaction here inti- mated for the infcrmation of the congress promises better results than the efforts previously made in the direction of effectively adding to our gold reserve turough the sale of bonds; and I believe it will tend, as far as such action can in present cir cumstances, to meet the determina tion expressed in the law repealing the silver purchase clause of the act of July 14, 1890, and that in the language of such repealing act the arrangement made will aid our ef forts to “insure the maintenance of the parity in value of the coins of the two metals and the equal power of every dollar at all time in the market and in the payment of debts.” Grover CLEVELAND, Executive mansion, Feb. 8, 1895 EVANS TAKES THE OATH. fle Makes an Attempt to Become Gov- ernor of Tennessee. Nashville, Tenn., Feb. 6.—The action of H.C. Evans in takng the oath of office as Governor before Justice of the Peace Morris scon after all the returns had been open- ed by President Pillow in the joint convention of the Legislature created some surprise, though very little, as it was known he intended to have himeelf sworn in, claiming that the joint convention had opened and published the returns according to the requirements of the constitution; that the figures showed he was elected, and that the contest law en- acted at this session is unconstitu- tional. In fact there is not a home in Carrollton in which there was a happier and more contented family. Mr. Rea has for years been a mewber of the Presbyterian chureb and for several years bas held the p>sition of elder. Although not yet 38 years of age he has held many important positions, having been educated at Washington aud Lee uutversity. He was splendidly equip ped for life’s struggle. He has been | covnected with the Carrollton Ex change bank for the last twenty years and has for four years been cashier of that institution. On Jan uary last he was re-elected for the fifth time. At one time he was elect- ed Councilman for his ward and during his term of service rendered valuable aid to the city in straight ening out her tangled financial af- fairs. At the time of his death he was city treasurer. Mr Rea left a note for his father In it instructions were given for the care of his family aud other private matters: also a request that his body be sent to St. Louis and cremated.
