Twenty four men aboard were murdered and fifteen jured and of Empress seriously in 20,000 fell into the hands of the pirates. How a Pensi Clearfield, Pa , Sept. 5.—A patent medicine company came into this section recently and unwillingly did a good turn for Secretary Hoke Smith and his pension policy. A local resident received $5 for testify - ing to the wonders the medicine had accomplished for him. His picture and testimonal appeared in a pam- phlet over his signature bearing witness that the “cure all” had made hima sound and well man. A neighbor, who prided himself on public spirit, thought it. might be possible to save the Government some money by sending this little publication to the pension depart-! meat at Washington. As result the man who bore such excellent witness to his excellent physical condition has been notified that his name which has long been good for a quarterly stipend is dropped from the pension roll. a New Penson Order. Washington, D. C., Sept. 4.—Com-|! missioner Lochren of the pension bureau has issued an order with- drawing that of June 12, 1893, rating cases under the act of June 27, 1890. The order reads: “Hereafter, in af- fixing rates under this act, the med- ical officer in the board of revision shall weigh each disability and de- termine the degree that each liabi ty or the combined disabilities dis- ables the claimant from earning a support by manuel lavor and a ratio corresponding to this degree shall be allowed. In cases in which the pensioner has reached the age of 75, his rate shall not be disturbed if he is receiving the maximum and if he is nota pensioner he shall receive the maximum for senility alone, if there is no special disability shown.” This order will benefit many claimants who have been denied ratings under the former practice. Under the new order the contribu- tory causes of disability constituting |a mental or a physical incapacity to earn support by manual labor are taken into acecunt. Much Wheat Needed.
