Postmaster Gene- ral Bissel has resci:ded his order in regard to fourth class postmasters. This order required that charges be filed against the incumbent even though he had served his full term of four years. The department took the position that as postmaster is not appointet for any specified time there was no reason why he should not continue to serve indefinitely so long as he makes a good officer. Owing to the number of offices and the influence exerted in all sections of the country by the incubents, congressmen took the po- sition that the continued enforce- ment of the order meant the disorganization of the Democratic party. As one irate representative from New York remarked to Mr. Bissell: “You keep that order standing and in four years we will pot have enough good Democrats lett to yell ‘fire.’” Congressmen furthermore believed that while a republican who had served his term of four years nad been furnished his full share of pie and it was uot their place to spend their lives in telling the Post office department its plain duty in the premises, or to furnish it with mate- rial for the removal of officials whose terms have expired. Things were consequently at a standstill and the representatives wroth—not more wroth, however, than the rank and file of the party who saw them- selves kept out of places they thought they had earned by voting straight.
