The Democrats With the Aid of West- ern ver Republicans Obtain a rinmph—The bill Pro- Signal T Vides tor all Salyer Bullion inthe Treasury. Washington, D. C., July 1.—The friends of the free coinage of silver won a great victory in the senate to- day. When the bill came before that body at 2 o'clock it was weight- ed down with the refusal made the day before by Mr. McPherson to be bound by the vote tuken to-day and it looked as though the end was still in the dim distance. But the senator from New Jersey (possibly having slept on the matter) announced that he was prepared to withdraw his ob- jectionsand that he would interpose no obstacle or delay to the action of the senaie. Even after that it look- ed for a hour or more as if there was to be a postponment of the subject for at least another week, but finally after a good deal of discussion all preliminary obstacles were swept away and the vote was taken on Mr. Dolph’s motion to recommit the bill to the senate committee on finance. Friends and enemies of the meas- uré.were willing to make that vote a test oftheir relative strength and the decision was in favor of the frienc's of silver. On all other votes that came after victory was still on the same side and finally the bill was passed by a majority of four votes. Mr. Morgan offered an amend- ment directing the coinage of all silver bullion in the treasury and it was agreed to without a division. The bill was then passed—yeas 29, nays 25. It read as follows: “That the owner of silver bullion may deposit the same at any mint in the Umted States to be coined for his benefit, and it shall be the duty of the proper officers, upon the terms and conditions which are pro- agreement to havea vided by law for the deposit and | coinage of gold, to coin such bullion into the standard dollars authorized - by the act of February 25, 1875, ens | titled ‘An act to authorize the coin- age of the silver dollar and to re- store its legal tender character,’ and such coins shall be a legal tender for all debts and dues, public aud pri- vate. The act of July 14, 1890, eve titled ‘An act directing the purchase of silver bullion and the issue of treasury notes thereon, and for oth- er purposes’ is hereby repealed. “Provided, that the secretary of the treasury shall proceed to have coin certificates.” The following is the vote in detail: in the | Yeas—Allen, Bate, Berry, Black- | burn, Blodgett, Butler, Cameron, Cockrell, Dubois, Faulkner, George, | Harris, Hill, Jones of Nevada, Ken- na, Kyle, Mills, Mitchell, Morgan, | Peffer, Ransom, Sanders, Shoup, ; Squires, Stewart, Teller, Turpie, | Vest, Woleott.—29. | Nays—Allison, Brice, Carey, Car- | lisle, Cullom, Davis, Dawes, Dixon, Dolph, Felton, Gallinger, Gorman, Gray, Hale, Hawley, McPherson, Manderson, Palmer, Perkins, Proe- tor, Sawyer, Stockbridge, Warren, Washburn, White. Stand Up For Missouri. | The republican trap is set to catch certain classes of democrats this fail. It is baited with the scripture, In- gersolism, prohibition, free whisky, hard money, soft money, tariff, anti- tariff, anything, everything to catch the weary and the weak, to catch some democrats who have met with financial reverses, some who are ways looking for something to turn us, some who dislike one democrate | ic administration or another for this or that personal cause, are always ready a revolution, free fighting. ever looking for a head to hit, and some who live under the delusion that if Warner is elected | Missouri lands will go up $20 per acre; that mana will fall from heaven again; that death and the grave will be banished, and that hard times will never come knocking at the door again. What foolisness is all this! Republicanism was tried for ten years in Missouri. What were its fruits? Imprisonment of priests and ministers, ruthlessly taken from the pulpit; disfranchisement of the intelligence of the state; disbarring of superior lawyers; persecution of the people at all times by all who had personal spite: robberies, arson, churches stolen or burned, court records mutilated or stolen, land office records changed, | from old citizens, railroads stolen, county bonds issued without the vote of the people by the millions by bribed judges, supreme court) judges of high character removed at | the point of “the bayonet and fools as gross as ever ignorance made} ; drunk placed on circuit court benches | for wrongful purposes, and now these same fellows come back after twenty years’ retirement, unctuous jasa well trained confidence man, | cleaving the general ear with honey- | ed speech, asking to be returned to power.—[Ex Governor T. Jefferson City. Mo., July 1.—The | Noland case was finally disposed of to-day in division No. 2 of the state supreme court when a motion for rehearing and a motion to transfer to the court in bane were both over- ruled. The defense at once asked for a stay of execution until application can be made tothe supreme court of the United States for an appeal to that tribunal. After some con- sultation the court eranted a stay of twenty days. It is understood that the ground on which the appeal to the federal court will be based is that the in- dictments under which Mr. Noland was tried and convicted contained jcounts covering forgeries commit- ‘-delsewhere than in the county where he was prosecuted. It hus taken trouble and thought, but the United States government has almost succeeded in its grand | object of creating a deficit. The tota receipts for eleven months of the fiscal year were, according to the Philadelphia correspondent of the Times, less than the total expendi- ture by £1,340,000. The difference is a bagatelle, but the government at Washington must have been hard put to it to waste on a sufliciently collossal scale. Indeed, it could net have succeeded but that it has con- its expenditure on pensions up to the astounding amount of £2,445 00 a month, or £29,296,000 a year, a figure which would have made Louis XV. blush for shame ae such plunder of his people. The whole of this vast sum, | equal to twice the present interest on the British national debt, is paid | to the actual or reputed survivors of the army raised for the civil war, though that army was not promised pensions and had no legal claim whatever.
