LIEUTENANT A Movement Agaiast Pensions. The bombshell thrown into the ranks of the pensioners and thous ands of friends of Lieut. Foote, of the new Society of Loyal Volunteers as published in the Post Friday morning, has created as much talk | perhaps among Grand Army men as | anything that has occurred in a long time Numerous letters are being received by pension attorneys, and the protest that goes up seems to be The Grand Army men do not favor the scheme, and say that it will not be received | with favor by the vast majority of old soldiers throughout the states. A reporter of the Post called on} Hon. James Tanner, ex-commission er of pensions, yesterday, asked him what he thought of the scheme puke lished in the Post. “T have read scmething about it,” he said, “and Iam frank to say that | considering it in its entirety, it seems to me to be an organization in the | air; impracticable, and proceeding | from the start on assumptions which make it necessary to consider it from various stanlpoints. If its object be to deal with frauds that may ex- ist, then it is in itself an indictment of the efficiency of the present ad ministration. If it is operativg or proposes to operate on the basis that there are a very considerable nam ber of men who feel that they are receiving pensions that they ought not to get for any reason whatever then I answer that the one practical | thing for these men to do is to sur- render their pensions. I Jo not be-| lieve there will be much of a line| formed at the commissioners oftice ! of those whe may turn in their cere | tificates, and I think if you could | contrast figures, one column to con- | sist of the amount fraudulently | | drawn in pensions, and the Sth |: column to consist of the justamounts | due to claimants, and to those al- ready on the pension rolls, amounts | which they are prevented from re- | ceiving by the unlawful and the un- | just acts of the government, the lat- | ter column would foot up very much | larger than the former. | Tam not acquainted with the gen- tlemen who are the moving spirits in this organization. I do happen to | have some knowledge of one who is | soliciting subscriptions for the pur poses of this society. I refer to ‘Major’ Daniel O'Driscoll. He was undoubtedly a gallant soldier in the war, and lost aleg at the battle of | quite unapimons the wilderness while serving as a! corporal, but I am inclined to think | that his leg was not amputated until | all the good blood in his body had | settled in that member, and he then | aud there buried that leg and good | blood forever. I knew him when I was commissioner of pensions as a | cities to address the democrats in| suspended attorney. He had been | suspended on the charge of having | goubled about $700 out of a sum total amount of $1,190 pension granted to a widow who was his cli- ent. He had an office then in Cleve- land or Columbus, I forget which, and he was in jail under the charge. | He got out on bail, aad came to! Washington and interviewed me at the pension office, demanding to be | relieved from his suspension in or- der that he might collect the fees due him. I refused to relieve him; | told him frankly that I belieyed he | was the meanest kind of a robber, and that if he had his just deserts | should be, at the outcome of this matter, in the penitentiary. He was tried, convicted. and sentenced to a risonment, served his term term of and m have either out or been pardoned: for, as I said before, he is new New York and Brooklyn as the angel of reform purify the pen- operating in in this movement to sion Nees | little | There | forceful, and were particular | Common {Senator Jones of N All work ut the present moment over this country regarding the tion. pension ques Raum in last report made the statement that he proposed during the year to put President statement in Commissioner his uing ).U0U certificates. that to con- Harrison quoted his message gress. As nigh as I can judge, every dem- ocratic pension attorney is making memoranda of the injustice and in- consistencies perpetrated and exhib- iton in the pension office, and I pre sume loading cartridges for the pro- posed committee of investigation would ate, it seems to me, that the administration ought to proceed so as to make these cartritridges of as little effect as possible.
