At said election the quali- fied voters of said city who favor ratification shal! deposi written or printed ballot in this.form: ‘‘For the water-works, Yes.’’ And all who are opp eed to its ratitication shall de- posit a ballot inthis form: ‘‘For the water- works, No.’’ Ifitshallappear from the re- turns of said election that two-thirds of the voters voting thereat are in favor of the ratifi- cation of this ordinance, thenthe mayor shall give notice thereof, by proclamation in some newspaper printed in the city of Butler, and this ordinance shall take effect from and after such rgtification.
