Senator Carlisle, who was one of the conferees, was asked what, in his opinion, would be the effect of the omission of section 30 as signed by the president. “I have not,” he said, “examined the authorities on the subject, but it seems quite clear ‘to me that the omission of the one section is just as fatal to the bill as if all vut one had been omitted. If the president can sign part of a bill passed by both houses and make it a law, of course, it makes no differ- ence how smalla part of itis. Should the constitutionality of this law be tested in the courts the question would be determined by the jour- nals of the two houses, because,they constitute the only legal evidence of what was done. The two houses passed the tariff bill but in different forms. When it came back from the conference committee there was nothing to act upon except its re port, which I suppose was entered upon the journal of both houses, as is usual in such cases An Old Sore Healed. Say that one-half of these claims are allowed, the pension list wiil contain 780,- ; 000 names, which is more than equal jto the standing army of Germany. The cost of the German army is $92,000,000, and our pension ; roll | will cost the tax-payers, in time of peace, $150,000,000 per year, and the next year may run up to $200,- 000,000! How long can the country ,Stand such taxation?
