Articre II.—Laws. Sec. I. Each county wheel may enact such laws for its government as is necessary; provided, such laws do not conflict with the laws of the state wheel. Sec. 2. The jurisdiction of coun- ty wheels shall be the border lines of each respective county, and shall have exclusive jurisdiction over all subordinate wheels located prescribed limits. ARTICLE V. Sec. 1. Secretaries of subordinate wheels shall make their annual set- tlements with their respective coun- ty wheels secretaries, taking their receipt for monies so paid to them; and secretaries of county wheels shall make settlement with the sec- retary of the state wheel on or be- fore the second Wednesday in Sep- tember, at the same time reporting delinquent subordinate wheels if there be any in the county. ArricLe VI. Sec. 1. County wheels shall be composed of one delegate from each subordinate wheel within its juris- diction, and the secretaries of sub- ordinate wheels shall be entitled to a seat in the county wheel by virtue of their office. CONSTITUTION OF SUBORDINATE WHEELS. in its Anticte I.—Name. See. 1. This wheel shall be known as “subordinate wheel No.—of state agricultural wheel,” under whose authority it exists, by virtue ofa charter duly granted by the state wheel, while acting in conformity with the laws, rules and regulations of said wheel. Arricte I.—r1we oF MEETING. Sec. 1. This wheel shall hold stated meetings once a month, and the president shall have the power to call a meeting whenever he deems it for the good of the order. Articte IT.—guorvm. Sec. 1. No subordinate whee shall be organized with less than seven members, and five members present shall be a quorum to trans- act business. Article [V.—£.ectiox. Sec. 1. All officers shall be elect- ed by ballot anda niajority of the votes cast will be required to effect an election, and all members shall vote. Anticte V.—orricers. Sec. 1. Officers shall be the same as required in Article V., Section 1 of constitution{of state wheel. They | shall be elected at the last meeting in July. They shall serve one year. Sec. 2. When all parties concern- ed are ready for trial the witnesses on both sides shall testify in 0 wheel, and the entire wheel shall render a verdict, and impose the penalty, if found, by ballot, a major- ity vote governing. See. 3. Any member considering that injustice has been done him by the decision of his wheel, may with- in one month of such decision, make a written appeal to the county wheel having jurisdiction. Imme- diately upon making his appeal, he must notify his wheel of the fact. His wheel shall then forward to the county wheel a copy of the minutes of the trial. If an appeal be taken from the county wheel to the state wheel (which may be done,) the de- cision shall be final. DELINQUENT OR DEFUNCT WHEELS. Sec. 1. Any subordinate wheel may be suspended or dissolved, and is under the age of eighteen years. | Nor any person who is dealing in or drinks intoxicating liquors to ex- cess. Sec. 2. A candidate for member- ship by initiation shall be a believer | ina Supreme Being, Creator, Pre- server and Governor of all things, and shall be a person of good moral character, temperate and industrious habits. He shall not be directly or indirectly engaged in banking, mer- chandising or preticing law. He shall be engaged in the occupation of farming, or a mechanic, who shall be actually engaged in the pursuit of his or her respective trade; pro- vided that no employer of any manus facturing establishment employing nore than three hands shall be eligi- ble to membership and shall have resided in the jurisdiction of the wheel three months previous to his or her application to membership, or have been twelve months personally known to persons who recommend- ed him or her. Sec. 3. Each application must be made in writing; read in open ses- sion at a regular meeting, and enter- ed on the record. The president shall then appoint an investigating committee of three members who shall report at the next meeting, and the president shall order the ballot and ifthere appears three black balls he shall be declared re- jected. The president shall order the ballot, whether they report fa- vorably or unfavorably. Sec. 4. Any person applying for membership, and being rejected shall not apply again within six months thereafter to this or any other wheel. Anricie VITI.—secrecy. Sec. 1. The secrecy of the ballot shall be inviolate. AgticLe [X.—rTIME OF MEETING. Sec.1. This wheel shall meet once a month and oftener should the wheel require. ARTICLE X.—sURISDICTION. ‘ Sec. L. The jurisdiction of subor- | dinate wheels shall be a point of! equal distance between any adjoin- | ing wheels, except in cases where | there is an impassable barrier for at | least three-fourths of the year. When an impeached sub- ordinate wheel neglects or refuses to answer within a given time, it may be tried and suspended for con- tempt. Sec. 2. To suspend asubordinate wheel it shall require a two thiads vote of the representatives present in the state wheel. Sec. 3. When any subordinate wheel has suspended or dissolved, it shall be the duty of its last presi- dent to deliver its charter and other property and effects to the state wheel. shall specify the number of members in such subordinate wheel and the amount of money receipted for. The state secretary shall keep an account with each subordinate wheel in the state of Missouri and other states which are under the jurisdic- tion of the state wheel of the state of Missouri and shall fcrward to the state treasurer the aggregate amount due by the subordinate wheels in each county. The treasurer of the county wheel at the annual meeting of the county wheel shall deliver the dues in his hands from subordinate wheels to one of the delegates of the county wheel to the annual meeting of the state wheel at the annual meeting thereof. Such delegates shall be elected by the members of the county wheel. Such delegate shall immediately upon his arrival at the place of meeting of the state wheel, pay such sums of money into the treasury of the state wheel, and take from the state treasurer dupli cate receipts therefor, one of which he shall return, the other he shall deliver to the state secretary. The state secretary shall thereupon cred- it the county wheels with such sums of money and charge the same to the state treasurer. Sec. 2. No subordinate wheel shall be entitled to be represented in the county wheel at its regular annual meeting until the dues of all members borne on its rolls shall have been paid, nor shall the delegates of any county wheel be entitled to a seat in the state wheel until the dues of the subordinate wheels of said county be paid, or satisfactory proof agticLe IIT. Sec. 1. Members of any defunct wheel who were in good standing at the time of the dissolution, may be admitted after having applied to and received a certificate from the pres- ident of the county wheel, or state president in the absence of the pres- ident of the county wheel. Articte IV.—revorts. Sec. 1. Each subordinate wheel shal] make annual reports on or be- fore the second Wednesday in Sep- tember of each year of their mem- bership, including withdrawals, deaths, suspensions and expulsions. Said report to be made to the sec- retary of the county wheel. Articie V. Sec.1. The regalia of this order shall consist of theree colors—red, white and blue, shall be made in « circle one inch in diameter, red and white crossed on blue ground. The badge of mourning’ shall be the badge covered with black crape, and worn on the left lapel. Apnricte VI.—cnances. Sec. 1. Any subordinate wheel shall have power to make any by- laws of the state wheel of the state. of Missouri. is ready to pay the same. The an- nual meeting of the county wheel shall be held on the second Wednes- day in September before the regular annual meeting of the state wheel. Arricie III.—arrenpance. Sec. 1. Any member of this wheel missing three regular meetings in succession shall be fined twenty- five cents, unless a good and lawful or fails to pay the fine within one month afterward, he shall be expell- ed for contempt. Articte I.—npropeR conpuct MEMBERS. Sec. 1 A member who shall di- vulge to an*applicant for member- ship the name of a brother who re- ported unfavorably upon his applica- tion, or otherwise 0 d his becoming a brother of his wheel, shall upon conviction thereof for the first offense, be fined in the sum of two dollars and a half; and for the second shall be suspended, and for the third shall be expelled. Sec. 2. A member who shall reveal any of the secrets of the order, sball upon conviction thereof be expelled, and published in some journal in the OF DEMITS. Sec. 1. No subordinate wheel shall grant a demit to any member, but when a member desires to unite- with any other wheel, he may upon application, be granted a transfer; provided he expressed a willingness to affiliate with some sister wheel. If said transfer be not presented for affliation within sixty days from date of issue, it shall be null and void and the bearer thereof shall not be admitted as a member of any wheel unless his petition be again presented, and he be again subjected to the same course as if he had mev- er been a member. That in case he, has been guilty of a misdemeanor, and it is necessary that he be disci- plined, he shall be arraigned by the, wheel from whence he came; provid ed said misdemeanor occurred prior Sec. 3.
