Washington, Dec. 5.—Representa- tive Stone, of Kentucky, yesterday in troduced a joint resolution propos- ing an amendment to the Constitu- tion, providing that the President and Vice-President should be ehos- en every fourth year by the direct votes of the people, the board au- thorized by the laws of each state to count for state officers also to count the vote of the state for President and Vice-President, certify the re- sult under oath and transmit it to the proper offiers of the Govern- ment before the second Monday in December next succeeding the elec- tion. On the first Tuesday and af- ter the second Monday in December next succeeding the election, the Speaker of the House should at one o'clock p. m. inform the House that the hour had arrived for the counting of the votes. Fish the ex-president of the Marine bank, who is now serv- ing a term in Sing Sing for his par- ticipation in Ferdinand Ward's ras- calities, saw the light of day for the first time in several years, yesterday. It was sold under order of Fish’s as- signee, Johu H. Morris. The chair's, tables, carpets and furnishings of Fish’s apartments on West Twenty- third street, were sold. A.
