A sufficient tax shal! be levied and collected annually upon all taxable property upon the assessment roll of the city, subject by law to such tax to meet the payments under this ordinance as they will respec ely mature during the existence of this and any other contract under this fran- chise for public fire service and in case the city shall be authorized to levy a special tax for that purpose such tax shall be annually | levied and the proceeds thereof shall be kept as a seperate fund, to be known as the tire service fund and shall be irrevocably and exclusively devoted tothe payment of hydrant rentals under this ordinance and shall not be otherwise employed, except | that any excess of said tax in any one year over and above the amount necessary to pay rentals for such year may be used for any purpose that said city council shall direct. SECTION 12.
