Under the present law the local mine inspector is only required to make a thorough inspection of the mines but twice a year. This could be done by a State officer, and at the same time make special visits to any locality if necessary. We are a progressive people. El Paso, Tex., Dec, 5.—The first bull fight ot the annual testiviues in honor ot Our Lady ot Guadalupe, at Paso del Norte, took place to-day. Porciano Diaz, a nephew of Presi- dent Diaz, led the matanors, or bull fighters, of whom ten appeared in the ring, seven on toot and three on horseback. To-day’s contest: was only a trial heat, the regular opening day being next Wednesday, but the contests to-day were sufliciently ex - citing. Five bulls were brought in, one atatime. All fought fiercely. Two riders were unhorsed, one being thrown against a barrier, upon which he scrambled to escape the inturiated beast. The other rider went to the ground, his horse falling upon him. His fellow-fighters kept the bull at bay till he could timp away to the gate. One of the mata- dors, on foot, in attempting to thrust darts into the bull’s neck from in front, was caught upon the horns ot the ugly brute and was thrown into the air like a feather, landing on his back inthe sand. Fortunately, the beast did not follow up his attack till the matador had regained his teet, and the plucky matador actually repeated his feat of thrusting the darts into the bulls neck twice after being thus thrown.
