El Paso, Texas, Aug. 24.—Cut-| ting, the great and only Cutting, has been kept busy since his arrival on United States soil shaking hands and listening to the congratulations of an army of people, all of whom pro- fessed great esteem for the gentle- man and assured him ot their undy- ing friendship, though the majority of them would scarcely have spoken to him before he posed in the role of | a martyr and had his name and pic ture in almost every’ publication in the United States. The victim ot Mexico’s anti-Aimerican feeling is very complaisant under all the lau- dation of friends and seemed to re- gard it as his just due. He has giv en out the following address to the} peopie ot the United states: CUTTING’S ADDRESS. To my Fellow-Citizens United States: [am at last free trom the Mexican dungeon, and I consid- er it my first duty to tender my heart telt thanks to the people of my coun- try for the patriotic and determined stand they have taken in my bebalf .—for me simply as the representa- tive of the principle that American ot citizens must not be punished by foreign governments for committed within the jurisdiction of the United States. I also return thanks to the representatives of our noble government, to the eminent offenses statesman, Hon. Thomas F. Bayard, | Secretary ot State, who came so | promptly to the rescue and laid down so clearly the dectrine of non-inter- terence by foreign nations with mat ters over which American States alone have jurisdiction, I am also under lasting obligations to the American minisjer in Mexico, Gen. Jackson, but more especially am I confident that 1 but speak the senti ment of 60,000,000 American citi- zens when I compliment our own patriotic and efficient American con- sul at Paso del Norte, Hon. }. Har- vey Brigham, tor the skilful and able manner in which he has con- ducted this international affair from its incipiency. His manly presence in my dungeon, and cheering words | of hope and confidence in our great government at all times was balm to our depressed spints. I be- lieve Consul Brigham has outwitted the’hand writing on the wall of many a Mexican dungeon, where to-day are rotting away Americans, bereft of all hope. THE PRESS.
