Rob- erts, veteran Bismarck weather ob- server, declared Wednesday. Right now the ground is too dry for fall plowing and for seeding of winter rye, Roberts said, adding that the same is true in other Midwestern states, including Kansas, Nebraska, Towa and South Dakota.
