B. Klein that women have been attacked on the streets of Bismarck con- stitutes a challenge to the citizenry of this community as well as to the police department. There is no secret as to the manner in which criminals are caught. In almost every case they are apprehended as a result of public co-operation with the police, as witness the Dillinger and Hauptmann kidnap cases. It will be so in this case if this marauder is captured., Police cannot be everywhere but they-can respond quickly to calls for help. They can arrange to throw a cordon of officers around any area where an attack occurs on short notice. If they are not organized to do that they should at once prepare themselves to do so. But they cannot anticipate where ah attack is going to occur. Neither can anyone else, The only remedy, then, is to notify the police AT ONCE whenever an untoward incident occurs. . * — There is no need to get too greatly excited. The prob- ability is that these attacks are the work of a moron. It is not that he will inflict anything worse than temporary physical pain upon any é But the potentialities of real tragedy are present. Dis- eased minds do strange things. The only SAFE thing to do is to capture this man—or these men as the case may be—and put them where they belong. 5 so Go. tint Eheuporics wiped shee Relp of every citisen.
