Heaton, Jr. Legislative Sidelights Laughter broke into the serious business’ of making laws Friday as legislators debated, before defeating, a bill appropriating $5,000 to enlarge upon the loud-speaking arrangements in the house of representatives. “Economy” was one of the main cries heard as the representatives by icne vote denied themselves the “lux- ury” of a microphone at the desk of each member. The vote was 56 for the Proposal and 47 against but a consti- tutional majority of 57 was required to pass the bill. Debate opened with Rep. D. 8. Blair of Towner county declaring “we must consider that is $5,000 of the taxpay- rs’ money.” Rep. Roy Frazier said he felt there was @ “real need for the system.” He stated as an example that he had not been able to hear the part of Blair's statement. fies we hear you plenty,” shouted Majority Floor Leader W. J. God- win explained the board of. adminis- tration would not need to spend the entire appropriation, that microphones could be purchased for as little as $4 each and estimated the total instal- lation cost at from $2,000 to $2,500. “Not all of the representatives have “built-in loud speakers,” added Rep. ‘William Holmquist of Adams-Het- tinger as he tapped his chest. Rep. James Caddell of Sioux county, seated in the back of the assembly, reported he often could not hear the semarks of Floor Leader Godwin in the front. “Give us a loud speaking system 60 that us fellow who sit in the rumble seats can har what is going on,” pleaded Caddell. In two or four years, suggested Rep. Harry O'Brien of Walsh, speaking against the expenditure, “North Da- kota may have a uni-cameral legis- lature in which case “this big room may be for rent.” Sixth Beheaded Body Washed Up by Ocean St. Jean-de-Monts, France, Feb. 6. bodies of Spaniards.
