GUT WATER RATES FORDOLLETARSS | PLEA BY ATTORNEY City Fathers Take Under Ad- visement New ‘City Beau- tiful’ Suggestion —<—$______ Suggestion that city. commissioners encourage the city beautiful move- inent by giving a special reduction to Property owners who keep their boule- vards in good shape throughout the summer was made Monday night to Bismarck’s city fathers by Attorney 8. C. Morton, He suggested that meter readers could indicate on? their reports whether the boulevard of any house- holder was in good condition and that @ special reduction in water rates be granted to such property owners &s were given favorable reports. The city owns the boulevards, he said, but the property owners have to keep them up and some persons have fajled to do so because of the high cost of water. Fathers Fear ‘Arguments The commission took no action, the only comment being only by Commis- sioner J. B, Smith that it might, start a lot of argumergs to leave to the Judgment of meter readers whether or. not the boulevard in front of any home was entitled to the reduction, The commissioners ordered immed!- ate construction of a six-incl» water main in Sixth St., between Avenue F and the boulevard to supply houses now being erected. It also agreed to ask WPA help for the construction of a water main in Mandan St. between Main and Broadway. The plan is to do the work this winter but not to put water in the main until next spring to avoid freezing the pipes by piling frozen dirt on top of them. A new water district, providing for the laying of mains in Broadway from Fifteenth to Sixteenth St. in Fif- teenth 8t., from Thayer to Broadway and in Sixteenth St., from Broadway to Rosser, was created. The inten- tion is to go ahead with this work in the spring. Coal Bids Rejected Four bids on coal to be supplied to the waterworks plant and the city street department shops were re- Jected. Robert Morris bid $2.59 a ton on forked mine-run coal and the next low bid was $2.70 on six-inch screened. lump. Since the original specifica- tions did not call for mine-run, it was decided to readvertise and included forked mine-run in the specifications, thus giving all bidders an opportunity to compete on an even basis. A request by William Zabel for a ‘beer license for a place at 115 Second St., was granted. It was decided to widen Ninth &t., from Avenue F to the boulevard from 30 to 44 feet preparatory to installing curb and gutter. This action was taken on petition of property owners. Morton asked that the city assessor review the valuation placed on a property owned by him on Mandan 'St., asserting the bellef that its value inow is too high. Police Coyrt Busy The report of Police Judge Edward &. Allen showed receipts of $119.25 during October. Police Chief W. R. Ebeling reported 10 auto accidents and 495 traffic tags issued during October. The report showed 22 drunks were arrested, five bicycles stolen and re- covered, five arrested for speeding, Seven for petty larceny and three au- tomobiles stolen and recovered. Over- night lodgers in the city jail num- bered 68, Receipts Gain Shown in Treasury Report Washington, Nov. 3.—(#)—The month-end. treasury statement Tues- day showed an increase in October re- ceipts over the same month a year ago and a drop in total expenditures. The October deficit was set at $412,- 612,127, compared with $561,238,209 for the same month last year. In the first four months of this fiscal year, ex- penditures exceeded receipts by $937,- 496,212, compared with s $1,393,259,- 976 deficit in the same period last year. Gold stocks, which have been ris- ing steadily in recent nionths, reached a new high of $11,044,666,138 on Oct. 31. October receipts totaled $272,172,437, compared with $285,435,238 in October, 1935. Receipts for the first four months of this fiscal year were listed at $1,408,088,114, compared with $1,- 233,899.703 in the corresponding period a year ago. Total October expenditures were $684,784,564, including $314,887,007 of emergency expenditures. a | New England City | Is First at Polls Millsfield, N.
