D., Oct. 27, 1936, Editor, Tribune: As the time to cast our votes comes again an old question comes back te me. Namely this: Why do the citi- zens of cities which have their own | public school systems, have the right to vote for a candidate for the office of county superintendent? Take in Burleigh county, for in- stance. Who elects our county super- intendent? The people of Bismarck, of course. Does this seem exactly fair and does it not defeat the purpose "| of the system of selecting officers in Johnsons and Thompsons. Miss Clara Habeck visited at Valley City Friday and Saturday with Miss this manner? Our officer is respon- sible to you for the manner in which he conducts the work of supervising our schools. Personally, I do think this office should not be a political one. Why could not our superintendent receive | his position as the county agent does his? It surely is important enough | to require special preparation and he should not be hampered in his duties as many are now by the fear of losing votes by every action. I wish that others would express themselves on this matter. The man- agement of our country schools is much more important than many people think. Mr. Editor, in describ- ing the great and near-great, just how often do you say, “He received his elementary education in the rural schools of such and such a place? A FARMER'S WIFE. Editor's note: The answer to the last question, though it prob- ably is intended to be rhetorical in nature, is “often.” The point raised is, on the whole, well taken, Yet there are some offsetting factors, more now than was the case a few years ago. In the first place, if rural voters alone were permitted to vote for county superintendent, they alone would have to pay the salary and expenses, now shared by all taxe payers in the county. In the sece ond place, the rural schools now receive considerable state aid, of which’ city folks contribute their full share. The proposal to have the coun- ty superintendent appointed prob- ‘ably may be a good one but it is ®@ question if this alone would eliminate the job from politics, Any open-minded appraisal of the county organization, including daughters motored to Eureka, 8, D., Sunday where they visited Mrs. Slovarp's parents.
