PAUL New City Ordinance Requiring Registration Brings Ex- Convicts In St. Paul, March 3—(#)—One hun- dred and five former felons had been registered at police headquarters Tuesday as part of St. Paul’s cam- paign to reduce crime here to a mini- mum. Fifty more advised they would appear Tuesday. Under a new city ordinance, ffec- tive Monday, persons convicted of felonies within the past 10 years, are hours to be fingerprinted and photo- graphed. Police said the data when assembled will be kept confidental, but will be used in checking against suspects for any crimes. The ordinance was another move in steps by H. E. Warren, commisstoner of public safety for more thari a year, to make St. Paul an undesirable haven for criminals, as in past years, when John Dillinger and other gangsters operated from this city, and brought an assertion from Homer S. Cum- mings, U.. 8. attorney general, that the Twin Cities were'a “poison spot of crime.” 3 Convicted criminals from other cities who come here, will be required to report at headquarters within 24 hours. Those who fail to register and are apprehended are liable to a 90- day jail sentence and $100 fine for each day they have been here and failed to report. i Among those who were fingerprint- ed Monday were several former bur- glars and bank robbers.
