FRIDAY, FEBRUARY 7, 1936 _ 6 FRAZIER-LEMKE ACT FORCED VOTE BEING PLANNED IN HOUSE Coughlin’s Threat Is Believed Responsible for Withdrawal of Names on Petition ‘Washington, Feb. 7.—(7)—A mem- ber of the house high command said ‘Thursday night that seven members of the policy sharpening Democratic steering committee had signed a peti- tion to force a vote on the Frazier- Lemke bill. The administration-opposed meas- ure would refinance farm mortgages with $3,000,000,000 of new money. Rev. Charles E. Coughlin, Detroit radio priest, last Sunday in an ad- dress accused house leaders of striv- ing to block the legislation. Since then the number of signatures on the petition has been cut from 215 to 213. ‘The names of 218 members are neces- sary to bring the legislation before the chamber. Chairman Sabath (Dem., Ill.) said the Frazier-Lemke situation was dis- cussed Thursday by the steering com- mittee but that no action was decided upon. He suggested, however, that some signers would vote against the ill, should it reach a test, because of @ “recent development.” He intimated that Coughlin’s Sunday speech was that development. Speaker Byrns has predicted that should the bill reach a vote it would be defeated. The question of whether a threat by Father Coughlin to disclose names of members who have removed their @ignatures from the petition would violate house rules was touched upon by the steering committee, Sabath said. Some committee members saia that apparently the House could take mo punitive action against the priest except through an investigation. Four Arrested for Illegal Fur Buying P. H. Miller, chief warden for the state game and fish department, Fri- day reported the arrest and convic- tion of four men in the Marmarth nd Bowman vicinities on charges of purchasing furs without a license. Walter Shone, Marmarth, was @ined $10 and costs of $4.45 by Judge M. O. Marz of that city. M. C. New- strom, Bowman, was fined $10 and $2.50 costs and Alfred Jacobus was dined $10 and $3.85 costs on each of two charges, one of buying furs with- out a license and the other of buying furs on the road without a traveler's license. Russell Hanson, Buffalo Springs, was fined $10 and $3.85 costs. Newstrom, Jacobus and Hanson were arranged before Judge J. A. Haukon of Bowman. Miller pointed out that anyone buy- ing furs must have a license and that, in the event an agent travels about the country on this mission, a separ- ate license is necessary for that. A simple tester described by the North Dakota Agricultural college in- cludes @ couple of blotters dampened and laid on a plate with the seeds to be tested in between the blotters. Fifty to 100 seeds should be sufficient for a sample to test. When the tester is ready cover with an inverted plate and set it in a ‘warm place until germination begins. A count of the growing seeds and of | those that fail to grow will indicate ‘whether the seeds are suitable for planting this:spring. Toby Wells, famous funster, will bring an entirely new troupe of flour faces to Bismarck this year and will throw in a black one for good measure. One of the hit specialties will be a buriesque on the prize fight between Max Baer and Joe Louis. ‘The clowns are expected to get a brisk workout at the matinee, scheduled for Saturday, Feb. 22, to which children will be admitted at reduced prices. Taxes state governmental units to deter- mine whether “any of them” can be “operated for less money than at present.” Game Birds Expected To Survive Icy Cold Game birds probably will survive the cold wave and deep snow with minimum loss, through the united co- operation of the newspapers, farmers and sportsmen’s organizations, the state game and fish department an- nounced Friday. The department expressed appreci- ation of the results of the organized efforts being made to save the game birds from starvation through a wide- Spread feeding program. Will Seek Widened Base on Real Property to More Equitably Distribute Burden Governor Welford reiterated Friday he will seek widening of the tax base on real property and “relief” for tax- payers from the “present tax bur- den.” “The present basic system is not equitable,” Welford said. “One group pays more than a just share of the cost of government, while others pay too little.” Broadening of the tax base, he claimed, would spread the cost “over @ much larger percentage” of the state’s population and “level out the inequalities” in the present system. Owners of real property on farms and in urban centers, carry “too large @ part” of the tax load, Welford de- clared. He said this opinion “is borne out” by the investigation being made by the interim tax survey commission. “Findings of that group, which has made a painstaking survey, will form the basis for tax revision study by the next legislature,” he stated. “I am not prepared to say at this time just how to broaden the tax base and take the load from real property. There are several ways in which it might be done. It may be that the sales tax could be made a replacement tax. The idea is at least. worthy of serious study. But before that could be done, there would have to be some solution to the problem of retailers around the state's borders, especially on the eastern border where some trade might be lost to Minnesota retailers because of the North Dakota tax. “A combination of sales and income taxes might be worked out that would be equitable as a replacement for a large part of the. present tax on real | property. The personal property tax should be continued,” he said. JUDICIAL SYSTEM IN ND, BEING STUDIED Efficiency of Various Courts Eyed as Step Towards Unification of Setup A survey of North Dakota’s judicial system is being made by the federal government under direction of W. J. Austin, assistant attorney general, act- ing as special census agent, Criminal statistics, showing num- ber of cases, disposition, and types of sentences imposed are being gathered by Austin from ‘the district and coun- tral Electric and Telephone company of Delaware and by the Central West company, also of Delaware. The one exception will be that of the Waskada property, which is to be retained by the trustees of the Cen- tral West Public Service company of Delaware, unless disposed of later. The commission also authorized ts- suance by the Central Electric and Telephone company of first. mortgage and collateral bonds, with’20-year ma- turity, in principal amount of $3,592,- 750; 61,590 shares of cumulative pre- ferred stock of $50 par value, with a total stated value of $3,079,500, and 701,287.1 shares of common stock of the par value of $1 each, and by the Central West company, 102,650 shares of common stock with par value of $5 each and total par value of $513,250. The bonds will be secured by first mortgage on property and franchises acquired by the Central Electric and Telephone company in North Dakota and elsewhere. The commission orders are subject to confirmation by the United States district court at Wilmington, Del., in which reorganization was started un- der federal bankruptcy laws. The survey is being made, Austin said, to determine efficiency of the various courts, and by comparative study, to show whether action is con- sistent with various types of crime. The report, to be made to Washing- ton together with the other states, will be the basis for possible recommenda- tions toward unification of the judi- cial system, Austin said. Of the 59 district courts and six county courts of increased jurisdiction in the state, 54 have replied. Remain- ing to be heard from are the district courts of Sioux, Sargent, McKenzie, and Hettinger counties, and the Stuts- Man county court. The survey of North Dakota is ex- pected to be completed within the next two weeks, Austin expected.
