THE BISMARCK TRIBUNE. FRIDAY, DECEMBER 20, 1935 LOAN GRANTED BUT FORKS NOW HAS NO PLAGE T0 PUT FUND) + Northern States Power Firm| Ties Up Municipal Plant Project in Court Grand Forks, N. D., Dec. 20.—(2)— ‘This city Friday possessed its once denied federal loan and grant for construction of a municipal power plant but had no place to put the funds. Secretary Ickes’ allotment of $573,- 000 in PWA loan and grant form Thursday to Grand Forks only served to emphasize the litigation between the government and the Northern States Power company. Like many other utilities opposing the government's grants for construc- tion of municipal plants, Northern States Power secks an injunction against federal financing of the plant here. A verdict is pending in District of Columbia supreme court. Secretary Ickes also approved a $280,000 loan and grant for a generat- ing plant and distribution system at} Mandan. The Grand Forks allotment came | from’ $1,538,345 in old PWA funds which Ickes granted for construction of four other municipal power plants besides those in North Dakota. Previously PWA ‘ad disapproved a Grand Forks application for a $141,- 000 grant and $331,000 loan after they | had once been granted. Meantime the city commission here had amended the original request of 6472,000, increasing the application to $662,000 for a plant to serve the whole | city. The original request contem- | piated a plant to serve part of the city. Small gifts for the ladies and cigars for the men are also being presented to the shoppers. Mr. Cook came to Burleigh county from West Virginia with his parents tn 1898. The family homesteaded a claim south of Sterling. They resid- ed there until Cook's father was elected to the office of Burleigh coun- ty clerk of court, when they moved to Bismarck. For several years Dennis Cook worked in the Bismarck branch of the Armour Packing company and later was head of the mailing department of the Bismarck Tribune. On Dec. 17, 1921, he opened a gro- | cery store at the site of his present building. Two additions have added to the original building and a full basement has been dug under the structure in the 14 years. The entire structure has been completely mod- ernized and a complete refrigeration plant has been installed for perish- ‘able foods. Besides Cook and his son, who was recently taken into a partnership with his father, Fred Olson is em- Ployed as a clerk at the store.
