G. Aune-FHA model home in Bis- merck, a suggestion that residents in- terested should watch closely progress of the building work for the next few ‘weeks came Monday from the archi- tect and builder of the model home. ‘The model home was started Sat- urday, June 15, in connection with President Roosevelt's nation - wide model home program and completion of the excavation and basement work has required three weeks. The home is located at 901 Ninth street. Particular attention of residents is called to the steps which soon will be taken to insure the best possible in- sulation of the home. The basement has been completed with a new type of concrete tile which, according to the architect, will afford the best possible insulation, It is a prime object now, according to the architect, to build structures so that they are able to maintain nearly constant temperature and humidity— cool in summer and warm in winter. ‘The new tile makes a drier and warmer wall and aids the builders in reaching their constancy objective. An air-conditioning scheme will fit into the temperature and humidity scheme and interested residents, by watching progress of construction of the model home, may see the various steps as building progresses. Carrying out the insulation note, Balsam wool is being used in all out- side walls and special insulation laths in the three-coat plastering of walls and ceilings. C. Three distinct operations are em- braced by the underwriting depart- ment: Construction cost estimation, value estimation, and mortgage risk jestimation. Whenever an applica- tion for mortgage insurance is pre- sented to an insuring office, an ex- perlenced architectural supervisor visits the property involved. There he makes an estimate of what it would cost to reproduce the improve- ments in new condition, makes an inspection of all buildings as to their structural soundness, fitness as places of residence, and their functional efficiency as residential buildings. Valuator Inspects A valuator in the employ of the Housing Administration also inspects the premises. He reaches a decision in regard to the degree of excellence of the neighborhood, its stability, ap- peal, safety from intrusion by value- destroying influences, etc. His esti- mated valuation is the price which a well-informed buyer would be war- ranted in paying for the property and the price which the seller would be warranted in accepting. The underwriting department also determines whether the borrower will be able to carry out the mort- gage obligation he wishes to incur. As a result of this system the Hous- ing Administration is able to deter- mine whether or not mortgages are acceptable for insurance as well as to classify mortgages as to their degree of risk. Require Judgment “Our systems of valuation and mortgage risk rating.” Mr. McDon- ald said, “require repeated and con- stant use of careful judgment. The general approval with which finan- cial institutions have greeted these systems is evidenced by the number of such institutions which are con- ducting conferences of their own ap- praisers and employes at which Federal Housing Administration pro- cedure is being explained.” The underwriting manual of the Federal Housing Administration, giv- ing a detailed explanation of the valuation and risk rating techniques, is now in its second printing and is available to the general public. Corncrib Alteration Permitted Under FHA Credit up to $2,000 for the modern- ization of existing corncribs and the construction of new ones is available on easy and convenient terms under the National Housing Act. Such credit is available at commercial banks, building and loan associations, and other financial institutions ap- proved by the Federal Housing Ad- ministration and is repayable in monthly installments, or as crops are harvested, over a period of from one to five years. Full information is given in the Farm Property Improvement Bulle- tin of the Federal Housing Adminis- tration, a copy of which will be fur- nished free upon request by the Washington office of the administra- tion or any state office.
