(Copyright, 1935, by the Associated Press) We , May 27.—Speed in the development of projects and carry- ing out of a well-rounded program of rural electrification depends in con- siderable measure upon the coopera- tion which will be given by the po- tential users of the power, by the farmers and rural residents of the nation. Instead of waiting for experts to survey an area which desires electri- fication, and instead of expending a considerable sum of money for such survey, any group of rural inhabitants can very simply make adequate ap- praisal of their needs and then send it speedily to us for action. The rural electrification adminis- tration will have its engineers and giving potential users concern. How- ever, we are now working on plans rates of interest than have hereto- fore been offered. This is so because individual construction, or, as it is frequently known, piece- |meal construction will be too ex- pensive, whereas construction cov- ering a whole area will keep all costs down. Even though the source of power appears to be so distant that it may be necessary to build a generating station closer to the area desiring electric service, we are interested. Communities Urged to Act With regard to the survey which should be made in an area desiring electrification: It should be the re- sult of community thought and ef- fort. It should be based upon con- sultation with representatives of the farmers’ groups and the local util- ity. And, the information furnished the rural electrification administra- tion should include the legal name of the organization making application for the loan as well as the name and official title of its spokesman; the length of each line and the source of energy; the total number of custom- ers on each line proposed and the estimated kilowatt-hour consumption per year for each of these customers. Perhaps the best way to express this would be on a basis of how much each customers believes he can af- ford to spend for this purpose every month, One of the tests which he will apply to every project submitted will be to discover what percentage of the residents in the area indicate @ willingness to use the service. Of course ‘the larger the number of po- tential users the more interesting the project will be. During the past week, a total of $10,000 in warrants of this type have been invested in by the fund, Hopton said. , The warrants thus far purchased by the department have come from 22 of the 53 counties in the state. Hopton found “our school districts as a whole are well managed and many of them are in prosperous con- dition, even if they are at present short of cash, due practically in every instance to non-payment of taxes. We have been forced to turn down warrants issued by only @ few dis- tricts, because of their low financial standing, but the number excluded is exceedingly small.” Purchase of the warrants is under a new law passed in the last session of the legislature, enabling the de- partment to invest funds in teachers warrants. Hopton pointed out the law was “not mandatory,” and sounded warn- ing that “if the sales tax is defeated, the department will be forced to dis- continue buying teachers warrants, as they will not be considered a desir- able form of investment, with the sales tax source of revenue removed.
