REDUCES INCOME OF BiG ELECTRIC FIRM State Railroad Board Scores Bookkeeping System of Grand Forks Utility Sharp reduction in electric rates, ordered by the state railroad board for application at Grand Forks, will cut the revenue of the utility com- pany from $345,000 to $274,146 an- nually, examination of the commis- sion’s decision revealed Friday. The commission ordered reduced the rates in two brackets of elec- tricity in residential use only, and also lowered rates for use of appli- ances and domestic power. with the remaining rates untouched. Reduced rates ordered in effect for residential use of electricity were: First three kilowatt hours per room per month, 6 cents per kilowatt hour, a reduction of 5 cents, and for the next three kilowatt hours per room per month, 5 cents per kilo- ‘watt hour, a reduction of 3 cents Other home rates remain un- changed Reductions were ordered in all steps of electric commercial light- ing, and for use of appliances and motors totaling not more than one horsepower. In its order, the commission de- clared criticism had _ been leveled against the system used by the utility in setting up depreciated values of the concern. “By its system of accounting,” the commission report said, “the utility has failed to show just what reserve if any has been built up to take care of the actual depreciation. “If they have charged this depreci- ation to operation expenses and such charge is equal to the amount of actual depreciation, then of course, the utility has had the money, or has the money, representing the depre- ciation. “If they do not have it, then it must have been paid out as dividends or surplus and surely the utility can- not expect to return from the rate payers on dividends or surplus paid. “If they have the money, they get return thereon for interest. If they have invested such amounts, it becomes a part of the inventory.” The action for rate reduction was brought against the company by the city of Grand Forks, on September 14, 1933.
