8 ARMS PROBE TOLD WAR MOBILIZATION PLAN, NRA CONFLICT Green Expresses Surprise at Statement; Points to Bar- gaining in Last War ‘Washington, Dec. 21.—()—The senate munitions committee was told Friday that the war department's mobilization plan in the event of another conflict contemplates abro- gation of Section 7-A of the nation- al recovery act, which guarantees la- bor the right to collective bargaining. Earlier, the house foreign affairs committee heard Bernard M. Baruch, chairman of the World war indus- tries board, recommend that the United States buy and store thou- sands of tons of tin for use in any Possible war, Senator Clark (Dem., Mo.) told the senate committee he was in- formed the plan would abroate the NRA clause which long has been & center of dispute between industry and labor. Col. C. T. Harris, army ordnance Officer, would not commit himself on Clark’s contention, but commented: Can't Have Two Bosses “You can’t have two bosses in time of war.” Senator Vandenberg (Rep., Mich.) asked whether there woul be two ‘posses if the present NRA set-up was continued. “Certainly,” Harris replied. ‘William Green, president of American Federation of Labor, called Senator Clark’s comment a “most surprising statement.” “They did not do that during the Jast war,” Green sald. “They car- ried on collective bargaining to a greater extent and as a result brought ‘workmen’s efficiency to a new high point.” Meanwhile, the munitions investi- gators joyfully received. word of the appointment of a British commission to inquire into the activities of English munitions companies. Committee members unanimously expressed the hope the British in- quiry would be “bona fide” and not @ “whitewash.” Meanwhile, Charman Nye of the senate munitions committee said a letter by John J. Raskob, placed in evidence Thursday, showed the in- sptration for organization of the American the Pany under such a draft. To Study Warship Cost A sweeping inquiry into what ‘Chairman Nye called “amazing in- creases” in recent costs of warships ments and the methods of purchase and sale. “But our studies have developed the necessity for such a broad inquiry and involves such implications and con- clusions that the committee has de- cided to postpone any public hearings upon this phase until it can deal with it continuously and conclusively next month.” LETTERS ACCEPTED | AS BANCO EVIDENCE! Trial of J. Cameron Thomson on Larceny Charge Adjourns Until Jan. 3 Moorhead, Minn., Dec. 21.—(P}— Climaxing an argument marked by heated verbal clashes, Judge ©. Mon- tague Friday accepted in evidence between 10 and 15 letters alleged by the state to have been sent out by Northwest Bancorporation in further- ance of its stock sales in the trial of J, Cameron Thomson, corporation head, on a larceny charge W. E. G. Watson of prosecution counsel immediately started reading the letters to the jury after Judge Montague's ruling. In substance, the first series of letters read by Watson centered around the attainment of a 100 per cent stock ownership among officers and employes of affiliate banks of Northwest Bancorporation. One let- ter was signed in typewriting by Thomson, the defendant who is the first of 19 persons charged with lar- ceny and swindling growing out of stock sales. Two were signed in typewriting merely “vice president” and two were signed in ink by Gard. ner B. Perry, vice president who was in charge of the customer's owner- ship campaign and who faces similar charges, One letter read by Watson to the jury called attention to the fact that, by obtaining a 100 per cent ownership among officers and em- Ployes, the corporation “would be in better position to seek outside stock- holders” It also contained refer- ences to places where employes could pay for stock in partial payments with deductions of $2.00 per share trom their salaries. Watson read another letter dated April 20, 1931, which reported 100 per cent ownership among employes and officers. It stated that on April 1, 1931, a total of 1,415 officers and employes owned stock but at the time of the writing of the letter 2,885 owned stock. The defense had objected to intro- duction of the letters on the grounds they have not been “authenticated” or identified as being the “true rec- ords.” The court was to adjourn Friday afternoon until January 3.
