MONDAY, JULY 30, 1934 |C ONAN * Mussolini’s Army Will Continue to Camp Along Border In Vienna Monday a monarchist took the leadership of Austria, and the guns of civil war which had cracked for four tense days are silent. Silent, except in Carinthia, the pro- vince which borders Italy and Yugo- slavia, There the Nazis occupy a stronghold and maintain their de- fiance of the Fascism which they sought, following the assassination of the little chancellor, Engelbert Doll- fuss, to overthrow. No new fighting developed over the week-end, but authorities here were fearful of another Nazi attack—a putsch planned for Sunday night which failed to develop. The new government, headed by Dr. Kurt Schuschnigg, 37 years old, and Support of the powerful Heimwehr (Fascist home guard) was assured with Prince Ernst Rudiger von Star- hemberg, who temporarily led the nation following Dollfuss’ death, again as vice chancellor and Major Emil Fey, Heimwehr leader, minister of the interior. The appointment of Schuschnigg by President Miklas was cheered by monarchists, with whom he has been identified, although he is a member of the Christian Social party. (Monarchists were reported to have met over the week-end in Switzerland seeking a plan to place Archduke Otto, the Hapsburg pretender, on the throne.) A pressing question of foreign po- licy before the reorganized cabinet is whether or not to agree to the appointment of Franz von Papen as special German envoy to Vienna. Preparations followed the death of & police official when he jumped or was thrown from the fourth story of police headquarters. He had been accused of participating in the Nazi putsch last Wednesday when the chancellery was seized and Dollfuss was killed. An Associated Press correspondent who gained entrance to the station after having been turned back once by a soldier with a bayonet, was told by Dr. Skubl, chief of the police press bureau: Not to Be Caught Napping “Reports come to us that the Nazis are planning an attack. Perhaps this attack never will materialize. But we cannot allow ourselves to be caught napping. We have taken pre- cautions, that's all.” Only isolated skirmishes in the Provinces over the week-end were re- Ported. Several power stations were dynamited. Unofficial estimates “is casualties in the revolution at 000. Although the Heimwehr was disap- pointed at Prince von Starhemberg’s abandonment of a position where he might have secured complete power for the Fascist body, their men are expected to maintain discipline. The new cabinet is almost iden- tical to the old one. Schuschnigg was acting chancellor for a few hours following Dollfuss’ death but yielded to Von Starhem- berg, who commanded the Heimwehr and army forces in the mop-up drive against Nazis. Reports which caused alarm were circulated here, including one that Yugoslavian and Italian troops might meet on Austrian soil.
