A resolution adopted at a confer- ence of supporters of the industrial plan calls on northwest states, and es- Pectally states adjoining North Da- kota, to send one or more delegates from each county in those states to Washington to urge the federal gov- ernment to provide a loan to carry out the enterprise. The resolution states that a second delegation of 100 North Dakotans will be sent to Washington to request the loan. Townley recently headed « dele- gation that called on federal officials ft to assist in carrying out the indus- trial enterprise. A committee, headed by Gov. Wil- liam Langer, has been charged with the work of preparing an application for a federal loan of $5,000,000. The conference at which this action was taken here called on the committee to pene the application by February The loan will be sought at an in- terest rate of not more than one-half of one per cent, with the industries to be pledged as security. The resolu- tion asks that 30 years be allowed for reepayment with no payments to be made for the first two years. In its resolution, the conference recommended the proposed industrial brogram include “at least one refriger- ation plant, and as many community mills as deemed practical for each county; one or two flax seed mills for the state, five to eight each of tanner- ies and leather goods factories, woolen mills and clothing factories; three or more canneries, two or more briquet- ting plants and as many lignite mines as may be practicable.” MEASURE 10 HELP . Administration to Back Bill Guaranteeing Principal as Well as Interest Washington. for government guarantee of principal and interest of farm credit administration bonds issued in ex- change for farm mortgages appeared certain Friday to have administration support. * While President Roosevelt conferred at the White House again with Gov- ernor Myers of the farm credit ad- ministration, Chairman Smith of the senate agriculture committee an- nounced that such legislation would be put before both branches of con- gress next week. Being drawn by the farm credit of- ficials and members of the senate and house agriculture committees, the bill is designed to speed up mortgage re- . lief by facilitating the marketing of bonds which are now guaranteed only as to interest. Lack of such legislation has been attacked by friends of the farm credit administration as hampering its work, and the problem has engaged presi- dential attention this week. ‘Under the farm credit act, the con- solidated credit organization was pro- vided a capital of $200,000,000 and au- thorized to issue up to $2,000,000,000 in bonds, notes or debentures either for sale on ‘the open market or for exe change for farm mortgages.
