WALLACE HINTS AT | ADDITIONAL TAXES ON WHEAT-COTTON Agriculture Secretary Expects to Act If Prices Continue to Decline Washington, Aug. 17.—()—Secre- tary Wallace said Thursddy there was @ prospect of additional _ processing taxes on wheat and cotton if the price of the products continues to decline. The processing tax is a levy paid by the manufacturer or processor of wheat and cotton, which in turn goes to the farmer in ‘benefit payments for his agreement to cut production. |{ In the case of wheat, the present tax is 30 cents a bushel and on cotton it is 42 cents a lint pound. The secretary would not indicate at what point additional processing taxes would be levied on the two prin- cipal commodities in the event prices continue to sag, but said if they were applied that benefits would “event- ually” get back to the farmer. Emergency action by Secretary Wal- lace in an effort to take some of the butter surplus off the market and in- crease prices for the product also was strongly indicated at the farm admin- istration. A committee representing dairy- men’s associations over the country gathered Thursday at the department and protested what they called delay in action to stabilize the price of dairy products. © An official announcement was con- templated at the farm administra- tion and members of the delegation said they thought the emergency ac- tion would take the form of an equal- ization fee to dispose of an accumulat- ing surplus of butter and probably other by-products of milk. A proposal strongly favored was that a one-cent-a-pound levy be made on butter fat. This would be used to repay a drawing account which the dairymen would have on treasury funds. 2 *Indi¢ates Chairman of the Board. ESTHERVE Supervisors *F .C. Uhde. August Luhdberg.. OFFER EXPORT PLAN FOR WESTERN WHEAT | Meeting At Portland to Discuss | Subsidized Sale of Grain to Orient Washington, Aug. 17.—(#)— Farm administrators Thursday callea a con- | ference for next Monday at Portland, | Oregon, to discuss plans for a new export movement of wheat to the | Orient. | The effort will be made, they said, ; because of a large surplus of grain in that area which they believe will [Mave a depressing effect upon prices of wheat in other sections of the | country. At the same time, Secretary Wal- |lace told newspapermen he had re- ceived word from friends in Europe that there is an increasing prospect of an international wheat production curtailment agreement being reached at the London conference which will be reconvened, on Monday. “It is hard for me to believe, though,” Wallace said. Earlier in the week he said a pro- gram of “subsidized exportation” of ‘wheat will be undertaken in this country in event that other of the | chief wheat producing nations fail to reach an agreement for curbing their | output, The conference at Portland Is the first step in preparing a program of subsidized exportation, which Wallace insists is not “dumping.” George N. Peck, chief administrator of the farm act, said a proposal would be considered at Portland for a mar- keting agreement with North Pacific exporters under which “they would be reimbursed for losses in selling wheat abroad at “ess than the American price.” Wallace also announced wheat pro- ‘ducers who qualify for benefit pay- ments under the wheat acreage reduc- tion program, now under way, would receive their checks wthout any off- set for governmental indebedness.
