I that a great Why does an WILL USE PUBLICITY TO HELP INVESTORS KEEP STOCKS HONEST Officials Who Sign Company Statements Will Be Liable For Omissions Washington, July 6.—(?)—Publicity is the principal weapon by which the securities act, passed at the last ses- sion of congress, seeks to save in- vestors from being sold worthless stocks and bonds. It also makes any fraudulent scheme or misleading act perpetrated in an interstate sale of securities a federal offense, and allows buyers to sue the issuers and underwriters if the latter make untrue statements or cmit material facts in connection with the sale. The law becomes effective July 7. From that day on, issuers of securi- ties are permitted to register their offerings with the federal trade com- mission. After July 27 they must register issues before offering them to the public. To register, the issuing firm must state to commission every “material” fact bearing on the soundness of the offerings. Every principal official and the majority of the directors of the issuing firm must sign this state- ment, and every signer will be liable for suits to recover amounts paid for the stocks or bonds if material facts are omitted or untrue statements are included. Further, criminal action | may be brought in cases of wilful vio- lation. The law does not guarantee buyers against loss. It makes available to Elephant Wiggle his ears in hot weather? D., July 6—(#)—With a noted increase in both interest and crowds throughout the circuit, Bruno Haas, one of the officers of the Northern Baseball League, said here Thursday the league was enjoying much success in its first year. No notice has been received by Haas from any of the seven members of the league in regard to any team drop- ping out. He said the same seven teams which were to conclude the! first round of the schedule Thursday will begin the second round Friday. It was planned, Haas said, to have an eighth member ready for the sec- ond round, but at the last minute the team decided not to enter. The team was St. Cloud, Minn. Haas gave no reason for St. Cloud's last minute ac- tion, except to say that those behind the team just decided not to enter. NEW TRIAL GRANTED Linton, N.
