_2 FARM STRIKE BILL ~ DECLARED PASSED BY STATE SENATE Pecision Wednesday Precipi- tates Stormy Debate Over Proper Procedure A bill to legalize farm strikes and to empower the governor to protect strikers if riots result was sent to the house Wednesday, after Lieutenant, Governor Ole H. Olson, presiding of-{ ficer of the North Dakota senate,/ Tuled the measure had passed. Efforts to bring about reconsider- ation of the bill because of an er-| Foneous announcement by the chair| ‘Tuesday that the proposal was lost,i failed after numerous motions and! Toll calls, and considerable debate on Parliamentary procedure. The vote on the bill Tuesday was 25 to 24 for passage, but through a clerical error the vote was announced as 25 against and 24 in favor of the ‘measure. Wednesday's session, opening as a Tecess from Tuesday's 29th legislative day, started with an announcement by Olson that the chair had erred in giving the results of the vote, and that the bill will be recorded as ap- proved. The announcement caused a par- Namentary wrangle which ended temporaryily with a motion for ad- journment of the 29th legislative day at 2 p. m. at which time the new legislative day commenced. On convening for the 30th day, the senate resumed arguments on the bill ending with defeat of a motion to reconsider the vote by which the bill was declared passed. The motion, made by Sen. D. J. Tinnes, Grand Forks, lost 25 to ‘Clincher’ Had Been Applied When announcement was made ‘Tuesday that the bill had been de- feated, a “clincher” motion was ap- proved. It takes two-thirds vote to bring about a reconsideration if the “clincher” is attached. Arguments were presented at Wed- nesday’s session that the bill had been declared lost and could not be recorded as approved unless recon- sidered and passde, but Olson reite- rated his ruling that the bill would be considered passed and that the “clincher” motion attached Tuesday is not binding. Brief discussion preceded the vote jon the motion of W. J. Godwin, Mor- bill, to substitute a minority report recommending passage for that of the majority. The vote was 79 to 32] against the minority report. The initiated law, at which God- win's bill was aimed, reduced the basis of valuation for assessment for the general property tax from 75 to 50 per cent. The repeal bill would have re- stored the 75 per cent basis. Godwin said the initiated law was passed under a “smoke screen” while though he preferred a less drastic re- duction than in the present law, he opposed restoring it to the 75 per cent basis at this time. Ole Ettestad, McHenry, condemned minority groups whom he sald are “always trying to say people do not know what they are doing.” He said the people of North Dakota voted for the 50 per cent basis and “we should abide by their decision.” Voting for the minority report rec- ommending passage of the bill were: Aljets, Bailey, Born, Broschat, Dahl, Endres, Fedje, Fitch, Fitzgerald, Fug- lestad, Godwin, Hanson of Barnes, Hanson of Stark, Homnes, Jardine, Jodock, Lynch, McInnes, McKellar, Nelson of Morton, Nelson of Ward, Odegard, Ogleby, Place, Rue, Sandile, Savre, Schauss, Sprenger, Sticka, Stoa and Wolf.
