J. Roberts, a former employee of the State tax commission and farmer liv- ing south of Bismarck. The plan, proposed by Roberts as acting secretary of the North Dakota General Welfare Council, would elim- inate all taxes on real estate and tangible property, except where such is used for speculative purposes and would bar future assessments on these kinds of property. ‘Wheat, valued at not less than cost of production, would be accepted in payment of income taxes and held in Perpetual storage until the market price reached cost of production. Under the proposed plan the state tax commissioner would prepare a ‘budget showing the financial needs of each taxing district and of: the state and file it with the state treas- urer, The latter then would print the non-interest-bearing, negotiable bonds in varying denominations, to circulate as money and payable in wheat, at not less than the cost of production, or in cash at the discre- tion of the state.
