Shafer of North Da- kota Thursday said that to 40,000 farmers of North Dakota President Hoover's proposal for a moratorium on their 1932 seed loans means finan- cial relief of some $6,250,000. Governor Shafer commented on the significance of the president's move to delay payment on three-fourths of their seed loan obligation for a year or more. Governor Shafer was here conferring with John W. Barton. manager of the northwest division of the agricultural credit corporation. The money that otherwise would have to go into the federal treasury in yepayment of those loans can be used, Shafer said, for other purposes. Some farmers, he said, will be able to wipe out other obligations with the funds they can keep out of their re- payments this year. Others will be able to pay taxes that might other- wise go unpaid. To still others it will mean improvement and ability to purchase things they have needed. “There isn’t any doubt that the ex- tension granted by the department of agriculture through action of the president in providing for a delay in! repayment of the greater part of the| seed loans in the northwest for one} year or longer will be of great finan- cial relief to about 40,000 farmers i:: North Dakota,” Governor Shafer said. “To those who owe seed and feed Joans on their 1932 crops the payment of only 25 per cent of this debt also will be of great mental relief. Thesz| same people’have known that under the present low prices of wheat they ‘would be unable to pay these loans in full and at the same time meet their other obligations. “They can now pay something sub- stantial on their taxes and other obli- gations in addition to other purposes to which the remainder can be put. “This measure, if carried out by} ‘appropriate action by congress under which the balance of the loan may be made payable over a period of two or more years, will make it possible for many distressed farmers to see their way through for the planting of an- other crop and make such adjust-| ments on their other obligations as fre necessary to be made in order to permit them to exist and to continue normal operations.” Governor Shafer said the total amount of seed loan indebtedness in} North Dakota is about $8,500,000.
