THE BISMARCK TRI SIDEGLANCES - - - By George Clark | “Hello, Dexter—Junior is acting up again and I want you to give him a talking to.” Says Delegates Are Not State Officers Delegates to the national president- ial conventions, national committee- men and committeewomen are not | state officers and therefore candi- dates for these posts are not entitled to have their names printed on guide cards posted in election booths, ac- cording to an opinion by Attorney General James Morris. By this ru#ng, only candidates for presidential electors will be listed on the guide cards, in accordance with a previous opinion by the attorney general holding that these electors are state officers. Morris called attention to a supreme court decision that the position of a delegate to a national convention is not a public office. ‘The statutes provide that there shall be posted in every election booth, a guide card on which must be printed, in separate columns, for each political organization, faction or party, the names of all candidates for congress, state officers and legis- Jative candidates, in the district where posted, who are indorsed by any state-wide political faction or organization. i N. D. Will Lose One Presidential Elector} North Dakota will lose one of its five presidential electors as a result} of the new congressional reapportion- | ment act, Charles Simon, assistant attorney general, ruled in an opin- ion furnished the secretary of state. Prior to the reapportionment act | passed by the last congress, North | Dakota, with two senators and three | representatives in the house of rep-/ resentatives, was entitled to five pres-| Idental electors. The new reappor-| tionment act has reduced the state's) representatives in the lower house of | congress to two. | ‘The U. S. constitution provides that | each state is entitled to “a number! of electors, equal to the whole num- ber of senators and representatives to which the state might be entitled | in congress.” McLean County Will | Not Loan Seed Money | Washburn, N.
