Nn i SAU OS GANDHI RERUSES T0 ATTEND CONFERENCE Will Not Participate in London Meeting; Charges Viola- tions of Treaty Bombay, Indie, Aug. 13.—(®)—The Indian national congress Thursday decided definitely not to participate in the second round-table conference on Indian affairs at London this fall. Mahatma Gandhi's ‘son, Devidas Gandhi, said as he left the meeting of the congress working committee: “There is absolutely no chance my father will go to London.” The committee's decision to have no part in the conference was based upon charges of “repeated serious breaches of the Delhi pact by the Provincial government.” . Gandhi served notice on Viceroy ‘Willingdon séveral days ago he would not participate in the conference un- less he was assured peasants in ar- rears with taxes or rents would not be molested by revenue authorities. Gandhi, who framed the resolution which the committee adopted, also by the fact Viceory Lord Willingdon declined to appoint an impartial tribunal’ to investigate alleged breaches of the pact and to interpret two terms of that document. The action does not mean, Gandhi told the Associated Press after the working committee meeting, that the campaign of civil disobedience will be renewed immediately. “I have no present intention of re- newing civil disobedience,” he said, “we will strive to fulfill our part of the Delhi pact, which need not necessarily be considered rescinded by today’s decision. However, if the gov- ernment makes our position. utterly intolerable we must act in self de- fense.
