President Hoover himself took hold, initiating conferences with leaders of the Republican forces in the senate and house. Further it developed last night, the chief executive has written Senator Robinson of Arkansas, the essuatigers leader, in regard to the Program for the approaching session. So far, apparently, Robinson, away from the capital, has not replied. Hopes for inter-party cooperation or the short term which begins De- cember 1, have been current since seven leaders of the Democratic par- ty, including Senator Robinson, is- sued a post-election statement that the party gains would not be used for obstructive purposes. Since the full accretions to democratic strength will not be available until the next congress, application of the leaders’ Pledge to the current term remained @ question. The president and his | leaders are seeking the answer. The Democratic declaration itself, meanwhile, failed to satisfy at least one prominent Democrat, Senator Carter Glass of Virginia, who labeled it an incomprehensible apology for a Democratic victory. Few Democrats in congress have expressed themselves cp the subject so far. The first administration objective at the December session is passage of unemployment measures. They are to include bills for expansion of pub- lic works construction, speeded de- velopment of inland waterways and appropriations for seed loans to crought sufferers, Next rank the nine appropriation bills needed to support the govern- |} ment for the year. The house appropriations committee is al- ready at work on these with hopes of having the first three passed to the senate before the Christmas holidays. The final group of administration bills covers unfinished business—the multitude of proposals left unpassed at the end of the last session. Among them is the question of Muscle Shoals disposition, deadlocked in con- ference between senate and house. Another source of complications was seen in talk of a renewed move- ment for enacting farm legislation containing either the export deben- ture or the equalization fee. Both have been in disfavor with the ad- ministration and indications are the President's forces will resist any at- tempt to alter materially the present farm relief program. ‘STATESMANSHIP’ SAYS ¢| RUTH BRYAN OWENS Minneapolis, Nov. 13.—()—Florida’s fourth district congresswoman, Mrs. Ruth Bryan Owen, daughter of the late William Jennings Bryan, ex- pressed herself today on the offer of Democratic leaders to cooperate with Republicans. The offer, she said, is “statesman- ship,” not politics. “I believe the offer is quite sincere,” she added, “and I shall do what I can to further that cooperation.” Mrs. Owen, here to address a con- vocation at the University of Minne- sota, said she would introduce at the next session of congress a bill pro- viding for a new cabinet post, that of home and child.
