It takes money to make a campaign and each group will have some to spend. Not much, but some. Two years ago, when they had the branch- bank issue to talk akout, it was a real ‘bogey man” to a large number of In- dependent sympathizers and they “kicked in” nobly. Because of that, the Independents had a lush cam- paign fund to spend. And they spent it, The Nonpartisans worried along with what they could gather from a 4 | divided party. But this campaign opens on a dif- ferent financial note. Instead of the money bags talking in fortissimo tones they apparently are very much Planissimo and most of the work which is done by either side will have to be done for the “good of the cause.” “Solicitation” Is Successful Although it is a subject which neither group likes to talk about, the “solicitations” of employes in the various state offices has been com- Pleted. The Independents, matter-of- fact about such things and skilled in the business of gathering money, as- sessed employes of most of the Inde- Pendent offices one and a half per cent of their yearly salaries. The re- sponse was 100 per cent or nearly so. And those who did not contribute are either looking for new jobs or will be looking for new jobs in the near fu- ture. Such is the way of politics. It is neither @ quaint custom nor one confined to North Dakota. The Nonpartisans took a little dif- ferent tack in their “solicitation.” They asked employes of Nonpartisan Gepartments to give what they felt able to contribute. And the result was as great a ratio of collections as the Independents obtained. In some Cases it was more. So the financial set-up’is pretty well established. Which brings up the principal de- velopment of the last week. Steal “Radio” March The Independents are quite put out about it and are admitting to each other that the Nonpartisans stole a march on them, It seems that, immediately after their convention in February, the Nonpartisans entered into a contract with Radio Station KFYR, which THE BISMARCK TRIBUNE, MONDAY, JUNE 2, 1930 gretted the necessity of choosing be- tween a number of persons in his own Party for nearly every appointment. There is an old political maxim that for every appointment an officer makes, he creates “one ingrate and | #¥ nine enemies.” That hardly will Prove true in Governor Shafer’s case, but that his appointments have not been satisfactory to every Independ- ent is unquestioned. There were too many of them seeking jobs and there weren't enough places to go round. It {s a difficulty which every governor encounters, and Shafer has not been and could not expect to be an excep- tion. appear to be giving a reasonable amount of satisfaction is beside the | K Point. Those who sought to make connection with the state payroll and failed wouldn't feel any better if every Shafer appointee turned out to be a world-beater. Some Contractors Disgruntled The Shafer administration of the state highway department hasn't Proved universally popular. There were contractors who contributed to the 1928 campaign fund in the fond hope that an Independent victory would give them access to the flesh Pots. The Independents control the highway commission but the flesh- Pots have not been conspicuously no- ticeable. The rule of awarding all contracts to the lowest responsible bidder has been followed religiously. As a result there are Independent | p. contractors who feel that they haven't been treated fairly. Instead of re- ferring to Mr. Shafer as “our gover- hor” with the “our” very much in the Possessive sense, they now refer to him as “the governor.” The change of one word may be significant. Such individuals never were excited about M “the cause” and now it means less than nothing to them. They cannot ask the voter gener- ally “what difference does it make” but they can ask each other and they do. The upshot of it is that it repre sents a natural weakening of the In- dependent shock troops, It is a thing to which the “ins” always are sub- Ject and the effect may be less no- ticeable in the Shafer administration than in some others, Newspapers Change Front The Independents, as always is the case with the “ins,” have other diffi- culties. For instance there is the de- fection of certain Independent news- papers in the third congressional dis- trict. These are supporting J. H. Sinclair, a Nonpartisan, for congress. Some of them are doing it because they like Sinclair and his record, Others because they are frightened by the specter of A. C. Townley repre- senting the district. But whatever the cause it is going to be a littie dif-] ficult for them to support Sinclair and still give whole-hearted support | ™ to the remainder of the Independent ticket. When they tell their readers that Sinclair is a good candidate they are somewhat disbarred from saying mean things about the rest of the Nonpartisan ticket.
