The commissioners appointed for the year 1930 are all men who have had ex- perience in scouting either in Bis marck and Mandan and are well qualified for their positions. Mandan commissioners are ©. J. Bekken and Charles Bugbee. At the end of each month cach troop is rated “rom the above reports on the ‘basis of 100 per cent. Each troop that reaches the efficiency rating of 85 per cent or over will be presented with a stroamer to be attached to, their flag. !
