GRANGE CRITICIZES MELLON'S PROPOSAL Resolution Urging Support of Eighteenth Amendment Be- fore National Body Geattle, Nov. 16.—(4)—Resolutions criticizing Secretary Mellon's proposal for @ tax cut of $160.000,000 and fa- voring adoption of the export deben- ture plan as an instrument to aid the federal farm board in its efforts to benefit agriculture were before the National Grange today. The resolution opposing the tax cut asserted the amount involved could be used to better advantage by ap- portioning it among the rural school districts. Jesse Newson, master of the Indi- ana State Grange, in his resolution favoring the export debenture plan, said the federal farm board would not give to agriculture the help needed unless the debenture system was passed. A resolution by Harry A. Caton, Ohio State Grange master, contended the tariff bill now before the senate “is entirely inadequate to meet the needs of agriculture and rates on ag- ticultural items should be increased.” Robert Robinson, former governor of Delaware, offered a resolution pro- dosing that the convention go on rece ord in favor of “strict enforcement of the eighteenth amendment and the legislation supporting it.” CHANGES SOUGHT IN CERTIFICATION PLAN Department of Public Instruc- tion Joins County Heads in Asking Revision 1931, the department of public in- struction will join with county school superintendents in asking revision of the law regarding the certification of teachers, Miss Bertha Palmer, super- intendent of public instruction, said here tod AtNthe recent meeting of the state education association in Minot, the superintendents laid down a program for the next six years which includes: 1. Elimination of certification by examination by 1932. 2. Requirement of one year of training above high school for all teachers by 1933. 3. Requirement of two years of training above high school by 1935. It is a possibility, Miss Palmer said, that the board of administration may eliminate the present 12-week sum: i mer school course, thus requiring new § teachers to attend one year of normal school or to go to summer school two years in succession before they will be permitted to teach. The present minimum requirement for teacher training is 12 weeks of professional instruction above the high school course. Northwest Fair Board Minot, N. D..
