Belk The city commission held a brief special session Wednesday forenoon to take official note of the deaths of for- mer Mayor Francis H. Register and Captain John M. Belk, police magis- trate. A minute was entered on the rec- ords on the death of Captain Belk, and a resolution was adopted on the death of the former mayor. This reso- lution was as follows: “In the death of Francis Henry gister the city of Bismarck has lost | another of its outstanding pioneers. For four years he was mayor of the city, for eight years its city attorney, and for nearly half a century he was a dominating figure in its community life. Able, honest, zealous in the per- formance of what he believed his duty, and -utterly fearless, he was an inde- pendent in politics at a time when Political independence was unpopular and when it called for substantial | sacrifice. Naturally conservative, he | believed that steps in the direction of | ‘so-called community progress should be taken most deliberately and only after their wisdom had been deter- mined with all ascertainable certainty. He was essentially judicial, and in the heat of controversy was always fair-minded and just.
