The sec- » ond of three sketches will appear to- morrow. By W. T. COX Winona, Minn., May 6.—-(4)—The | + Upper Mississippi river wild life ref- uge is establisied. The Department of Agriculture. to | which congress delegates the task of | administering the reservation. has} been busily engaged for the past two acquiring years in the necessary * lands, in organizing and maintaining @ protective force. in making surveys ,. Of the wild life found on the area as well as of the plant foods available, | nd in planning and carrying out de- velopment work to build up the forest and wild life resources of the refuge. I shall tell you something of the | progress that has been made since } the establishment of the refuge along ; the upper Mississippi First of all, let us review the land } situation. It was at first supposed } that there would be in the neighbor- } hood of 342.000 acres of land to be acquired and some persons ventured the Fargo Express, and Ray Miller, | Chicago's hard punching southpaw. will resume their feud for 135 pound! Win 1 up in an 18 hole match with | fistic honors at Navin field in De- troit on June 7, according to an an- nouncement Hurley. } to guess that this land might be ac- quired at an -/crage price of $5 an acre. Both cf these guesses were somewhat in error. The area of land to be acquired as disclosed by our gurveys indicate a total of between 140,000 and 160.000 ‘acres. However, the water arca ap- Proximates 100.000 acres; most of this does not have to 2¢ ‘ought. There are considerable areas of agricultural land ‘ere and there through the bottoms which, of course, are not suitable or available for wild life purposes. Moreover, there are tracts of bottom lands already ownec by cities and villages and constituting Part of their park systems which it is unnecessary to acquire as portions of the refuge since they already serve a similar purpose. With regard to the value of the Jands lying within the refuge bound- aries, the impression some people had that it might be obtained for $5 per acre originated no doub: from their ideas as to the valuc of the strictly marshy lands. As a matter of fact, there is a good deal of timberland and wild meadow. as well as land with some grazing value, lying within the refuge bound- aries and possessing real value for wild life purposes. These lands must be acquired if the refuge is to func- tion; if it is to be a workable. ad- ministrative unit. For some of these lands it is necessary to pay somewhat in excess of $5 per acre. Most of the $5 land already has been acquired as well as considerable arees of the more valuable timber and swemp-pasture lands; the total area either purchased or placed un- der control amounts to 83,352 acres. Many thousands of acres of this total lies in congruous tracts so es to make administration and development work already feasible. tract recently acquired by gift is the so-called Munn lands in the vicinity | of McGregor, Iowa. These are large- ly bluff lands, well timbered and con- taining a very high point locally known as Pike's Peak directly oppo- site the mouth of the Wisconsin river and affording a wonderful view of the bottom-land country. On this same tract are the pictured rocks and some important groups of historic mounds. It was very fortunate in- deed that this tract of virgin timber, so beautifully situated, had been carefully preserved by the-same fam- ily for generations, in fact from the time of the Louisiana purchase, in order that it might be generously Presented to the United States and made a part of this great Wild Life refuge. Up to this time condemnation has been resorted to in only a few in- stances, but apparently it will be Necessary to employ this method in acquiring a good many tracts of land from now on.
