Police began their investigation on the theory that Robinson had killed his sister and then attempted to kill himself with the same axe. S. Graham's first act was to reduce his clerical force, the main rush being over. As the flood of license applications decreases the force will be still fur- ther reduced, Graham said, until only a nucleus of the staff remains.
