PAYNE, BURNS & SMITH NEW YORK - : - Fifth Ave. Bldg. (Official City, Stat ind County Newspaper) Congress and Its Problems Eight big issues face the next session of Congress, ‘jn the opinion of the New York Times’ Washington correspondent. Listed as they will likely come up for consideration, they are: Flood control; tax reduction; farm relief; investigation of the so-called “power trust;” the Vare and Smith seats in the _Senate; the navy appropriation; the Colorado river project and the Insull-Cunningham contempt cases. =. It would seem that the flood relief question will be the topic on which the most speeches will be -made. The fact that there are so many pork bar- rels to be enriched in the south is apt to result in lot of time being taken up. There is real work to be done there, but there will be a lot of flies to be brushed away from the feast. Tax reduction is also going to be a big talking point. The appearances now are that both parties are going to clamor loudly and enthusiastically for a | cut, but each has a bill of its own. The result will probably be more speeches, and little else, Farm relief will of course attract deserved at- | | { Editorial Comment | tention but the difficulty is that, like the other questions, it is likely to be talked to death. According to 1925 figures, the total cost to the federal government to improve one mile of highway averaged $9,850. This means that in the cal years 1927, 1928 and 1929 an additional 22,500 miles of road should be added to the system. If the states continue to improve roads on the federal aid system at their own expense as they have done in the past, they will, during that period, add another 30,000 miles, so that at the close of 1929 we should have about 50,000 more miles of improved roads, At the most, it should not take more than five years to improve all the roads on the system.” The above statement of the American Automobile Association indicates the extent of federal road progress, connecting road systems within the states to make up a national system. It was the aim when the revised federal aid high- way act became effective five years ago to bring the system to completicn in about ten years, If state | cooperation continues, the aim will be realized. immigration laws, has never done! there are ny countr! \- anything about their case for the! pecially in th America, which will simple re&son that such persons have | accept t! no. votes, Meanwhile, under the Kello; i palitical exiles are c immigration being barred by our cons breed are enaretl because of their political beliefs: a: gpaieat jon: their political record: Promi, row of in 3 were ee f the Karolyis, anarchism has not nm Kollontai.| undoubtedly. there‘ None of c, ~ re (eh age Pet eee nie a only a 8 especially be: 3 .
