The average police protection through- out the country is one policeman for each thou- sand people. The local police force consists of four men and the chief. A MODERN CITY Bismarck is a modern city. The commission has always aspired to the best possible conditions for a happy, contented, and prosperous citizen- ship. We ask you to note that the first zoning ordi- nance passed by any city in the state of North Dakota was adopted by our Bismarck city com- mission. This is a standard form of zoning regu- lation adopted by the progressive cities of the United States after having had the close scrutiny and study of city builders throughout the nation. The commission has also passed a revised traffic ordinance which was recommended by the Hoover conference, and which has also been ap- proved by the Mandan city commission, enabling these two cities to operate under like traffic reg- ulations. This ordinance will go into effect dur- ing the coming year. PERSONAL QUALITIES The city has, and should continue to main- tain, a reputation as the cleanest and best resi- dence city in the state of North Dakota. We all realize that Commissioner Larson and Commissioner French are only men, just such men as are all the rest of us. We should also remember that they are both heavy taxpayers, and that their financial, social and all other interests are permanently in Bis- marck. Furthermore, we believe that no two men in Bismarck are more vitally interested and sin- cerely concerned in maintaining the lowest pos- sible expense in properly conducting the affairs of our growing city. The same energy, enthusi- asm and intelligent attention that these men have given to their own successful business affairs have been given to our city, and without stint or complaint.’ They are willing to again serve their city, and are asking for our support solely upon their past record, and our personal approval.
